Now I understand how you think... you think ISS should be a welfare
program.

That's exactly how the US designed it. Now we get to live with it.
It would be just like a Neocon Repugnican to unilaterally abandon a
commitment when it becomes inconvenient.

Yes, we never should have let Clinton design the ISS. We should have
stayed on the Reagan track of never getting anything done.
