I would like to see the following:
I. A Constitutional Amendment guaranteeing everyone the right to an
education, and equality of educational opportunity to all persons
regardless of sex, race, national origin, religion, citizenship,
financial status, and condition of disability (i.e. people with autism
would be guaranteed the right to an education too!).
The right to an education would consist of the right to learn to read,
write, and do math; the right to learn to reason; the right to
development of the imagination; the right of access to bookstores and
libraries; the right to hear others who wish to communicate their
opinions; the right to communicate those facts that don't distort or
deny objectively verifiable reality (which means no right to lie, defame
reputations, tell people to break certain laws, blare messages over
loudspeakers in a way that unreasonably infringes on the rights of
others, or the absolute right to broadcast commercials, violence, or
pornographic material over the airwaves. However, the media would not be
able to refuse political ads); and the right of access to all
unclassified information compiled by the government not protected by the
right of privacy.
II. The creation of a National Database consisting, in electronic form,
State and Federal Legislative history and enactments; State and Federal
compilations of information (such as statistical data, census reports,
charts, and reports of Administrative Agencies); State and Federal
Judicial opinions; public domain material, all non-fiction copyrighted
books; the full text of all (non-fiction) newsmagazines and newspapers;
transcripts of television news programs; phone books; voting records of
Congress; all reports prepared by Congress; certain materials submitted
by the public at large; and results of National Polls. The rates for
access to, and downloads from, would result in a net profit to
publishers and authors not less than they would get selling to their
primary markets, and Congress could provide financial incentives to
economically disadvantaged groups who wish to access the National
Database, and set separate rates for daytime, nighttime, and weekend
service (just like the phone companies do!) The database would be
financed exclusively from revenues accrued from services provided,
provided that those revenues are enough to provide the level of service
guaranteed in the National Database Act. The database would operate
24/7, and access would be guaranteed to all citizens of the U.S. (so
Congress would have to provide help to low income database users).
III. The creation of several National Channels broadcasting mostly
non-fiction (90%) programs serving a legitimate educational purpose.
Programming would include analysis of important political issues (as
determined by National Polls); programs about foreign cultures; courses
on reasoning skills, American history, legal research, parenting, social
problems, and traditional academic subjects. Congress would have the
right to use one or more of the National Channels between 8 and 11 pm to
disseminate newsworthy information, and allow citizens to communicate
alternate points of view (a TV talk show). Each show would be achieved,
and people would be able to buy copies of those shows on paper,
videotape, CD, DVD, computer file, etc.

The things you mentioned pretty much all exist right now.

Many states have laws that require children to be in school until 16
years of age and these schools publicly funded. There are federal and
state laws regarding discrimination. There are lots of special
schools for those with needs.
It is funny you say the right to learn to read... who is stopping
people!
Okay, so now under the Patriot Act you go to the library a record is
going to be kept... but no one is stopping people. Plus there are lots
of nonprofits that will help if one can't learn on their own (i.e.,
Laubach Literacy International). Our local library has a nonprofit
support group that sells old books twice a year. You can get a bag of
books for $1.
Sometimes people don't take advantage of the opportunities that are
available and they are free to do so.

Have you looked online. The official place to start is
www.firstgov.gov.
Many magazines and newspapers are online. Also, if you subscribe to a
magazine, rather than buying them at the newstand, they are really
inexpensive... I've seen them as low as $10 for a whole year. In
addition, try your public library.

III. The creation of several National Channels broadcasting mostly

Try PBS on TV, and NPR on Radio. You should donate if you have the
means to these services.
Otherwise it is cable and then try C-Span. Most cable providers also
provide local access and thus you can even have your own tv program.

We already have those rights.

A "right" as envisioned by the Founders meant that the government was
not permitted to interfere with your pursuit of them, i.e., your
pursuit of happiness was to be unhindered by government.
The "right" of free speech means that government cannot interfere
with your free speech. The "right" of gun ownership means that the
government cannot infringe your gun ownership. What does "right" to
health care mean? It means that the government cannot stand in the
way of your pursuit of health care, or impede your obtaining health
care. The "right" to an attorney means that the government cannot
prevent you obtaining an attorney to represent you.
