This is precisely what opponents of Starwars predicted -- that ABM
defenses would force the Russians to upgrade their offensive
capabilities in order to maintain the credibility of their deterrence.
Furthermore, these new missiles are probably highly MIRVed, meaning that
it would take relatively fewer Polaris missiles to knock out the same
number of warheads as on previous Russian missiles. This in turn will
make the Russians more nervous about the possibility of a US first strike.
What I can't figure is how the article, as quoted above, can justify
blaming this on Putin. It was a perfectly predictable reaction to the
provocation of our ABM Treaty violation. Opponents of Starwars were
correct.

How many ICBMs does Russia have vs. how many ABMs are we emplacing?
100 missile interceptors is not even close enough to stop a Russian
attack.
