Sure, Congress is a big spending institution. They have a big incentive to
deliver goodies back to their districts (a.k.a., pork). You can find all
you need to know about Congressional "pork" spending here.

But the President is supposed to control Congressional spending by using
his veto and the power of rescission, which is kind of like a line-item
veto.

Most Americans don't know about the Presidential power of rescission. And
the politicians would like to keep it that way. But we're blowing the

Please send a message to the President’s economic advisor, Joshua Bolten,
the Director of the Office of Management and Budget (OMB), and the White

Like -that- would have some salutary effect... Bush is term-limited out of
office; what does he care? He's so fixated on his imaginary War on Terrorism
that fiscal responsibility is maybe number 160 on his list of priorities.
You want to have an effect on the growth of government? Start voting
Libertarian. They don't have to win, but when the major parties see noticeable
sections of their constituencies bolting, they'll do something.
