George W. Bush remains relevant in Washington only because he is
running a war.
Having power to send soldiers to their deaths as commander in chief is
a macabre way to remain in the political mix as your second term wanes
-- especially when done against the will of Congress and most
Americans.
While support for Bush holds firm among many Republican voters in
opinion polls, the backing of the party's political leadership is
publicly crumbling.
