As San Francisco’s homicide soars to its highest level in a de-
cade, the San Francisco Police Department has made too few
arrests in murder cases, city supervisors said Monday.
The criticisms came during the first hearing of a new Board of
Supervisors committee that is
hoping to find ways to stem the homicides.
The San Francisco Police Department has made arrests in just 22
percent of murder cases this year and 38 percent in 2004, as The
City attempts to quell the violence that has brought the number
of homicides to 94, the bloodiest year since 1995.
Nationwide, cities with populations of 250,000 or greater make
arrests on average in 58 percent of murder cases in 2004,
according to the FBI.
“There are other municipalities that are doing a much better job
[at closing murder cases] than we are,” Supervisor Sophie Maxwell
said.
Only 19 of those 92 cases have been forwarded to the District
Attorney’s Office and 11 of those murders are in the process of
being prosecuted, according to statistics from the police and
District Attorney. Fourteen of the 88 murders in 2004 have been
prosecuted.
SFPD Captain Kevin Cashman said the murder-clearance rates do not
accurately reflect the ability of the department to solve crimes
since it takes about two years on average for a murder case to be
brought to trial.
Deborah Mesloh, a spokeswoman for District Attorney Kamala
Harris, said the DA has made strides in prosecuting murders.
Mesloh said the office has nearly doubled the conviction rate on
felony gun cases that went to trial, from about 45 percent in
2003 to more than about 80 percent for gun trials in 2004 and
2005. The District Attorney’s office has taken 35 percent more
gun cases to trial since January 2004.
“It would be irresponsible to file charges on investigations that
are not complete and risk a dismissal in a case as serious as a
homicide just for the sake of filing charges,” said Deborah
Mesloh, a spokeswoman for District Attorney Kamala Harris. “When
the investigation is complete, this office does prosecute the
case. We make the charges stand up in court, and the person
responsible for the homicide will go to, and stay, in jail.”
The sharpest questions Monday were reserved for San Francisco
Housing Authority Executive Director Gregg Fortner, since many of
the murders this year have been clustered around public housing.
Fortner said efforts to place community police officers at four
of The City’s largest public housing projects in the southeast
section of The City had dramatic impacts on their murder rates
this year.
With the apparent success of the program, Supervisor Ross
Mirkarimi asked why the program hadn’t been extended to violence-
plagued housing projects such as Pitts Plaza in the Western
Addition and Bernal Dwellings in the Mission that have seen a
combined total of 9 murders this year.
“I’m just trying to figure what the body count has to be to get
these lessons learned,” Mirkarimi asked pointedly.

Comparing SF with a real urban population is a real stretch.
SF would be greatly improved by thermal sterilization.

be a corresponding increase in deaths caused by the use of knives, baseball
bats, hockey sticks, lead pipes, monkey wrenches, tire irons, ropes, plastic
bags, rocks, bricks, feet and fists. The victims would be smaller, weaker,
and older than the thugs.
You would remove the cheapest, easiest to use, and most effective means of
self-defense, the firearm. I resent that because I'm 65, overweight, and
have an artificial foot. Running is not an option for me and millions of
others. Beyond the obvious physical reasons, it is my nature to stand my
ground. I will not be bullied or terrorized. If you want what is mine,
you'll come and get it at your own risk. My daughter says that I'm armed
and dangerous. She's right.

There are NO TWO countries that have identical demographics and cannot be

Canadian and US demographics are not easily comparable
Canada does NOT have major cities with immense black populations.
There is also the issue that crime generally decreases as the population
approaches the Poles. This could also be a factor in crime numbers

More importantly, there are practically ZERO blacks in huge
populated regions of Canada - namely the "prairie provinces!" That
means that a high share of Canadians don't live within an hour's drive
- or even two hours' drive - of the one racial group that, in America,
commits murder at eight times the rate of the white majority that is 6
of 8 people in America.
America is very different. Even those in posh suburbs of its big
cities up north live within a 30-minute drive - at most - of terrible
black ghetto areas or "failed suburbs" that are largely poor blacks
now. Most all Southern counties have a major black ghetto in them.

So Canada has 1/9th the population density, no blacks or Hispanics to speak
of and a higher proportion of Asians, who tend to be less violent
(stereotyping).
Another factor is the climate. High heat and humidity tend to bring out the
worst in people. You haven't been hot unless you've spent July -
mid-September in Atlanta, New Orleans, Florida, the Gulf Coast of Texas, and
even Nashville. 100/100 isn't uncommon in any of the afore mentioned and
many other places in the Southern tier of states. No place in Canada can
match that for any length of time.
So what does it matter who's service it was.
A smaller military means fewer trainees with less current equipment. I'd
dare say that my 27 year old Marine Capt. (Artillery) nephew could teach you
a few things. He served 2 tours in Iraq and has obviously been in a
shooting war. Have you?

Urban people need guns a lot. They otherwise must depend on
often-corrupt, always-overworked, police forces that frankly don't give
a damn what happens in the ghetto as long as it stays in the ghetto and

A fellow in Japan killed several kindergarten children with a sword.
The nutjobs at Columbine had set up several propane bombs that didn't go
off. Just imagine how many more would have been killed. Shortly after that
tragedy, other teenage white boys tried to duplicate their spree. They were
stopped by an armed principal and an armed citizen. Later two guys stopped
a killer in mid-stride by producing their own guns at a southeastern law
school. More lives are saved by armed citizens that are taken by armed
goblins and loons.

I did not say I adored them. Just that they would not have been able
to kill as many or as effectivly. and they would have been relativly
easy to overpower and disarm.
As to the propane bombs, they did not work as hey required more
planning and expertise than pulling a trigger.
