There would be some separation of powers issues with legislation like
this. Of course the POTUS has the Constitutional right to Veto this
bill.
I don't see the seperation of powers issues. If the congress wants to call
the president to account one way is to go to the courts. The pres. can veto
the bill, congress can over ride it.
