From The BBC, 12/27/04:

Sunni party boycotts Iraq polls
Iraq's main Sunni Muslim political movement, the Iraqi Islamic party,
says it is withdrawing from next month's general elections.
Party leader Mohsen Abdul Hamid said the move was motivated by the
authorities' refusal to delay elections so that all parts of Iraq
could vote.

That does not bode well for the legitimacy of the out come
since 90% of Muslims in the world are Sunni
It would be better to have setup 3 semi-autonomous States
in a Federation, 'before' the elections. Have 3 elections
in each State write a constitution and than a Fed Senate
to right a constitution for the federation of 3 States.
NOTHING ELSE WILL WORK. QUOTE ME ON THIS IN 10 YEARS.

Are you suggesting that the opinion of the non-Iraqi Sunnis matters one

Yes. Most of the oil is in Sunni hands and the US is out for it's
own side of the bread not the Iraqi end of the loaf.
