A review of thousands of pages of intelligence reports =
obtained by U.S. News reveals the critical role Iran played in fomenting =
elements of the anti-American insurgency in Iraq after Baghdad fell. The =
classified intelligence reports, covering the period July 2003 through =
early 2004, were prepared by the CIA, the Defense Intelligence Agency, =
the Iraq Survey Group, the Coalition Provisional Authority, and various =
military commands and units in the field, including the Army=92s V Corps =
and the Pentagon=92s Combined Joint Special Operations Task Force. Among =
the revelations: In the summer of last year, according to a classified =
American intelligence report, Iranian agents disbursed $20,000 to a team =
of assassins to kill Paul Bremer, then the top U.S. civilian =
administrator in Iraq.

"American military leaders believe their best chance =
at restoring stability and security to Iraq lies in winning over a =
majority of the Sunni minority in Iraq and enticing them to join the =
political process," write Julian E. Barnes and Ilana Ozernoy. "By taking =
Falluja, the interim Iraqi government and the American-dominated =
coalition forces want to show that the insurgency faces an inevitable =
defeat=97and that supporting the resistance to the Iraqi interim =
government is a dead-end road. 'I think because Fallujah has been the =
cancer, that when the cancer is removed it will impact other =
places,'said Lt. Gen. Thomas Metz, who oversees the day to day =
operations in Iraq."
Taking Fallujah
"One last time, Yasser Arafat inspired his people to =
wild emotion, to a sense of invincibility, of limitlessness," write =
Larry Derfner and Khaled Abu Toameh. "Firing in the air, chanting and =
crying his name, Palestinian throngs surged toward the helicopter =
carrying his casket, swarming over the coffin, losing restraint, =
fearless, free. This was the Palestine of their dreams. Then Arafat was =
buried in Ramallah's crumbling Mukata, his virtual prison for the past =
three years. Their catharsis over, thousands of proud, heartbroken =
patriots returned home to their limited, powerless lives."
End of the Arafat era
"Suddenly, the West Wing is buzzing with a new sense =
of possibility," writes Kenneth T Walsh. "The president is moving =
briskly to seize the moment. He is consolidating power at the White =
House, channeling ever more influence to Vice President ***** Cheney, his =
closest confidant, and counselor Karl Rove, architect of his November 2 =
victory. Senior White House officials tell U.S. News that Bush plans to =
replace at least half his cabinet over the next few months. His aim is =
to remove officials who have become lightning rods for controversy or =
who seem to have lost their energy."
A sunny "W" seizes the moment
Tradition says Arlen Specter, just elected to his =
fifth Senate term, will be the next chairman of the Senate Judiciary =
Committee=97but, writes Terence Samuel, "those angry conservatives mean =
to stop him. The face-off provides a telling preview of battles ahead. =
The administration must find a way to reach out to moderates, like =
Specter, whom it will need to advance its agenda, while keeping faith =
with those conservatives who helped put Bush over the top. It's not =
going to be easy."

Roughly half of current federal employees will be =
eligible to retire between now and the end of 2008=97including almost 70 =
percent of supervisors. "Though hiring at many agencies has picked up in =

in the 1970s, Natan Sharansky argues in his new book that =
democratization of the Middle East is a crucial ingredient for a =
resolution of the Palestinian-Israeli conflict. In an excerpt, he =
describes the common features of totalitarian societies in North Korea, =
Iran, or elsewhere. A citizen of Israel since his release from the =
Soviet gulag in an East-West prisoner exchange in 1986, Sharansky =
asserts that the Palestinian Authority must stop its brainwashing of =
Palestinians, which Sharansky says incites hatred toward Jews and =
creates a climate for terrorism.
From fear to freedom
"For years, high-achieving foreign students have been =
a significant and growing presence at U.S. universities, filling half =
the spots in many graduate science and engineering programs," writes =
Anne McGrath. But, reports The Council of Graduate Schools, the number =
of new grad students from overseas is down 6 percent this fall at 122 =
member institutions; the Institute of International Education's new =
"Open Doors" survey of 2,700 schools shows that the overall number of =
international students fell by 2.4 percent to 572,509 last academic =
year, the first decline in three decades. "The sinking numbers, =
highlighted in several just published studies, have plenty of people =
worried that the nation may be in danger of losing its post-World War II =
pre-eminence as a magnet for worldwide talent," writes McGrath.
