Not really. As is usually pointed out in these situations, the
criminal may be inconvienced somehow, but ultimately they will
develope the capacity to get the ID card. It is the innocent who will
be most greatly inconvienenced.

Their freedom of movement would be greatly impaired. Their chance of
random
capture would be greatly increased.

Greatly is dubious. Slightly increased possibly.

To my way of thinking, it is the loons afraid of
positive ID that are the paranoids.
