Report: U.S. attorney knew of campaign allegations against GOP
fund-raiser in October

TOLEDO, Ohio -
Federal authorities knew about allegations of improprieties involving
the head of the Bush-Cheney campaign in northwest Ohio more than two
weeks before the closely contested presidential election, a newspaper
reported.
Greg White, the U.S. attorney for the Northern District of Ohio, said
his office followed U.S. Department of Justice procedures in handling
the matter, which remains under investigation, The Blade reported
Sunday.
Democrats questioned why the allegations weren't made public until
this spring, when a two-pronged scandal centered on investments by the
Ohio Bureau of Workers' Compensation began to unfold.
A key figure in the case is coin dealer Tom Noe, a prominent
Republican fund-raiser who ran President Bush's re-election campaign
in the Toledo area.
Noe has denied wrongdoing and has not been charged.
Lucas County Prosecutor Julia Bates, a Democrat, said an investigator
in her office discovered records Oct. 12 that prompted Bates to call
White's office about Noe.
Bates declined to identify the records.
On Oct. 14, the Justice Department's Public Integrity Section gave
White's office the approval to investigate whether Noe violated
federal laws governing campaign donations, according to The Blade.
State Sen. Teresa Fedor of Toledo said federal authorities no doubt
were mindful of the Nov. 2 presidential election when they were
deciding how to deal with the allegations.
"To assume that information probably wasn't controlled is to assume
the American people don't have minds of their own," she said.
"Connect the dots."
White, a Bush appointee, said federal authorities had to check out the
allegations before announcing their investigation or risk compromising
the probe.
"This is something that requires a significant amount of investigation
before you do, in essence, a public interview. A public announcement
was made the first time that matters were overtly handled, in terms of
search warrants and interviews of folks," White said.
