It's a quasi-phish site, and NOT a government agency no matter how
"official" it looks. It is run by a shady law firm that charges a fee of
several hundred to process people's application for permanent residency and
submit it for the yearly diversity lottery.
If you actually look carefully, most pages at this site have this warning
(in small print) somewhere on the webpage due to a lawsuit they lost.

agency"
55,000 green cards are awarded yearly by lottery, they have been for years.
This is due to their being a hell of a lot more then 55,000 applicants. The
Dept of Immigration decided only "fair " way to choose who got a green card
was by a random lottery. The purpose is not to "award" someone but to
distribute the limited number of diversity green cards issued each year.

Switch to any other language, and the disclamer is still in English. You
ought to take them back to court. These guys are nothing more than
'coyotes'.
