What he said, and this is important, is that he would have voted
to empower the CINC. Understandable considering what job he is
seeking. He has said before that it is important to empower the
Chief Executive to protect this country. His complaint has always
been that Bush misused this power and has badly managed his
authority. He's correct by the way.

I believe Kerry said that he would have voted for the resolution
authorizing military action (upon the President's written declaration
that certain conditions existed). That's not the same thing as voting
for an unwarranted war unless the President is stupid and/or dishonest.
So perhaps the criticism is warranted.
