That was just before the men in black could could apply intense pressure
to shut them up.

There was no second bomb, no conspiracy.

Clinton was on the national news (nightline i think) right after, he had
a laundry list of things to beef up our nation's security including
chaning the law that prohibits using the military to police civilians.
