When you include investments in stock funds, pensions, and other
government investments there really are huge surpluses not deficits.
Investment income is far greater then that of tax revenue. This also
means that all governments need not to tax at all they can get all of
there revenues from investment income and still have a surplus plus
dividends for tax payers. In some cases investment income is 3 to
5 times that of tax revenues. These investment funds are all off budget.
All forms of government's federal, state, county, municipal, education,
public utilities, school districts, park districts, and keeps two sets
of books for accounting. The Annual Budget Report is for public
consumption but the investment bankers really use the Comprehensive
Annual Financial Report that really shows the true state of the budget.
This is illegal for public companies to have two sets of financial
reports but all of our governments have two sets of financial reports
and are participating in the largest syndicate in history.
