No rights were abridged. The travel office employees, like tens of thousands
of federal employees, serve at the pleasure of the president. If the
president ain;t pleased, you ain;t employed.
Complaints of dubious activity by Dale had been lodged during the Bush I
administraton, but no action was taken then. These complaints were forwarded
to Clinton as part of the transition.
An independent audit found that Dale had commingled White House funds with
his personal funds, that 10's of thousands of dollars could not be properly
accounted for because Dale did not keep proper books, that Dale had violated
federal procuremtn guidelines by letting hundred's of thousands of dollars
in unbid contracts, Dale allowed journalists and White House personel to
bypass customs when bringing items into the coutntry, and that Dale
personally benefited from his office.
In fact, Dale actually agreed to a plea bargain before the journalists and
White House employees he had helped evade customs and that he had booked
into luxurous hotels started a parade of character witness testimony.
The report of the special prosecuter, finally released in 2000 two weeks
before the election to make a big splash against Hillary, stated that NO
investigaton had been done against the president himself. The report
acknowledged that the President had complete rights to fire or dissolve the
travel office at his whim, and that NONE of the president's actions were in
any way improper. It also noted that the independent audit found cause for
the termination.
In truth, the entire investigation was to determine whether or not
statements made to the FBI by Hillary Clinton in the early days of the
investigation, an investigation the special prosecuter report admitted was
BASED ON NOTHING, may have been misleading. He concluded they were not.
