The followup attacks to the World Trade Center bombing were initiated at

Most of your "proof" is speculation based on conspiracy theories.
Al Zawahiri's supposed 1998 threats stem from "...when U.S. officials
pushed for the extradition of a number of Egyptian Islamic Jihad
members from Albania to stand trial in Egypt for terrorism."

Clinton was aware of or even declared that there was cooperation
between secularist Saddam Hussein and fundamentalist bin Laden.
So if that were true, why did Bush lift the sanctions on Afghanistan
despite the Taliban's continued refusal to turn over bin Laden?
On top of that, Bush sent a State Dept. official to meet with the
Taliban's ambassador to Pakistan to offer them about $2 million for
drug interdiction programs.

and Saddam two years ago:
