Line 1. New City is probably Naples, which was a power center of the
Habsburgs, although, as elsewhere in the Quatrains, the various
Villanovas, Villeneuves, Cittanovas cannot be ruled out. For
'condemner' (to condemn, damn), reading 'condoner' (to concede, permit,
pardon, make an accord).
Line 2. Meaning: the eagle flies away, or the Imperial army withdraws.
'Loysel' is MF '1'oiseau.'
Line 4. The rhyme is not correct, and 'souffert' should probably be
'souffrir,' an infinitive used as a noun.
