I just pulled these up, and am thinking they apply to NEw Orleans as
well.

Nay, Loron...New Orleans
Pau, Nay, Loron will be more of fire than blood,
to swim in praise, the great one to flee to the confluence (of rivers).
He will refuse entry to the magpies
Pampon and the Durance will keep them confined.

Several will be confused in their waiting,
Pardon will not be given the inhabitants:
Those who thought well of persisting in the waiting,
But not much spare time will be given them.
What is meant by Pau? Pampon? Durance?
Double meanings in poetry? Imagine that.

I have answered my own question concerning the meaing of Pau, pampon,
and durance. It refers to Les Miserables and their confinemt to where
they do not want to be.
It seems to be a reference to the treatment of the less fortunate of
the New Orleans evacuees.
In order to maintain the praise he loves so much, Mr Bush flees from
the scene's responsibilities.
These people will be refused the ability to salvage what little they
have left.
Those who did not flee had at forst expected to be granted relief, but
instead they will be given no pardon, nor the time they are asking for.
They will be confused trhat they are arrested and given little
consideration.
Not to mention, I picked these two quatrains out at random wondering of
I could find some additional quatrains which may have been applicable.
Now I get reasonable interpretation.

Probably a reference to the 'street people' of France during the French Revolution.
Although, it can apply to many situations - just a re-occurring Theme throughout time itself

When in all likelyhood the Q's refer to Europe you search for a match
there is not one regarding a the Gulf Hurricane, because the story
centers around Europe.
But as PLM was oft to quote, "Anything that just happened."
Try and get a better match when things become significant.
