China says U.S. impeding N.Korea arms talks
NEW YORK, May 13 (Reuters) - A senior Chinese diplomat accused the Bush
administration of undermining efforts to revive negotiations with North
Korea and said there was "no solid evidence" that Pyongyang was
preparing to test a nuclear weapon, The New York Times reported on
Friday.
The comments by Yang Xiyu, a senior Foreign Ministry official and
China's top official on the North Korean nuclear problem, reflect
growing frustration in Beijing with the Bush administration, the
newspaper said in a report from Beijing.
Yang said on Thursday in an interview with the newspaper: "It is true
that we do not yet have tangible achievements (in ending North Korea's
nuclear weapons program.) But a basic reason for the unsuccessful
effort lies in the lack of cooperation from the U.S. side."
Yang said when President George W. Bush called North Korea leader Kim
Jong-il a "tyrant" last month, he "destroyed the atmosphere" for
negotiations.
China has struggled to restart six-nation negotiations on North Korea's
nuclear ambitions, which stalled last June and also involve South
Korea, Japan and Russia.
"North Korea is the one who has been unwilling to come back to the
six-party talks. We have made it very clear that there are no
preconditions for coming back to the six-party talks," White House
spokesman Scott McClellan said.
"We would hope that North Korea would come back to six-party talks as
soon as possible and be prepared to move forward in a serious way
toward resolving this matter," he said.
Yang said what diplomats had been whispering for months: personal
attacks against Kim by Bush, Secretary of State Condoleezza Rice and
other top administration officials had caused a "loss of face" for
North Korean officials and created big obstacles to reaching any
negotiated solution.
"I know the U.S. is reluctant to have even informal contacts" with
North Korea, Yang told the Times. "But as the world's superpower, I
would hope it can show more flexibility and sincerity to make a
resumption of talks possible."
A U.S. official told Reuters Chinese diplomats had complained strongly
to the United States that Bush's decision last month to return to using
tough talk against the North's leader hurt Beijing's chances of
bringing Pyongyang back to the negotiating table.
But Washington has urged China, North Korea's biggest benefactor, to
exert more pressure on its communist neighbor, including possibly
cutting off its oil supply to the energy-starved country, the official
said on condition of anonymity.
China rebuffed the idea and publicly asserted pressuring North Korea
was the wrong tactic.
Yang also said China had made it "very, very clear" to North Korea that
a nuclear test would have serious consequences.
"I do not think we should reach the conclusion that there will be a
test."
North Korea on Tuesday described reports that it could soon conduct an
underground nuclear test as speculation cooked up by Washington, but it
did not deny that one might be planned.
