Cracks seen in water alliance of rural Nevada counties

LAS VEGAS (AP) - Cracks may be forming in a proposed alliance between
six rural Nevada counties seeking control over water beneath their
land.
The Central Nevada Regional Water Authority, proposed less than a month
ago, was to include representatives from Elko, Esmeralda, Eureka,
Lander, Nye and White Pine counties.
Lander, White Pine and Eureka counties have voted to join, with some
officials calling it a response to a Southern Nevada Water Authority
plan to build a more than $2 billion pipeline to move groundwater from
White Pine and Lincoln counties to thirsty Clark County.
But one of the group's organizers, Nye County Commissioner Joni
Eastley, asked her commission last week to delay joining until
authority members agree on the alliance intent.
Eastley told the Las Vegas Review-Journal for a Thursday report that
the coalition should be a clearinghouse for water data and information,
not a platform for politics.
"There was no ulterior motive, no hidden agenda," Eastley said. "I
really thought we'd made that clear. It was not Nye County's intent to
pick a fight.''"
The six counties cover a vast area from northeast to southwest Nevada.
Jon Hutchings, natural resources manager for Eureka County and a
driving force behind the authority proposal, said he also saw a
difference between a "sensible approach to water management" and
"uneducated but persistent grandstanding."
"The bottom line is there is a wide range of personalities involved
here," Hutchings said. "In the formative stages, there are going to be
people who try to pull a group like this in one direction or another.
The reality is there is some middle ground we will likely find here."
Eureka County's vote to join came pending any changes to the
participation agreement. White Pine County commissioners said they want
the full group to be barred from adopting a position directly
conflicting with the stance of one of its member counties.
White Pine County District Attorney Richard Sears said his commission
wants a united front against the transfer of water from Snake and
Spring valleys to Las Vegas.
The two valleys are at the northern end of the proposed groundwater
pipeline.
The Las Vegas-based Southern Nevada Water Authority has staked claims
to groundwater in rural Clark, Lincoln, Nye and White Pine counties.
Officials say they have no intention of seeking water in Elko,
Esmeralda, Eureka or Lander counties.
