Beach or the area is much safer as a definite place.

A. It is the center - and the only seaport and center - of the White
Brotherhood.

NEW LONDON -- Nancy Lenhart has lived on her farm here for more than 50
years, but now she worries developers may be working to take it away.
Over the past year, Lenhart, who owns about 100 acres near Lincoln
University, has received dozens of unsolicited requests to purchase her
land; from companies as close as Collegeville and as far away as
California.

The correspondence comes in the form of letters, postcards and in one
case, even a pre-approved agreement of sale.
"I get them all of the time, but not quite as annoying as that one,"
Lenhart said. "I think they think us old folks will fall for these
things, but if I wanted to sell it, I'd sell it --- leave me alone."
With public fears rising across the country about the abuse of eminent
domain power by local municipalities, developers have started employing
such tactics to encourage large landowners like Lenhart to sell.
One postcard from a company called Commonwealth Land & Investments LLC
cautions property owners to "avoid having your property rezoned as
worthless open space," and warns "anonymous government officials could
at any time vote to rezone ..land into open space."
Jeff Vermeulen, executive director of the Home Builders' Association
of Chester and Delaware counties, said such solicitations are not
illegal. However, they could be considered unethical because they prey
on fears of area residents, he said.
"It's not uncommon, but I've never heard of a company using almost
scare tactics like this," he said.
According to a representative from Commonwealth Land & Investments who
refused to give his name, postcards like the one received by Lenhart
were part of a test mailing sent only to about 100 Pennsylvania
residents. He said the company wanted to employ new outreach
techniques, but stopped production because they were not well-received.
"We weren't sure if it was too edgy," the representative said. "And
apparently it was."
He added that no one had ever called to complain about correspondence
or requested to be removed from company mailing lists, which are
created with the help of public records.
Vermeulen said he was also aware of software programs that could be
used by major corporations to generate mailing lists for materials like
those received by Lenhart. Businesses need only enter several criteria
to perform a search and create a database of applicable properties.
Vermeulen called the likelihood of municipalities claiming right-of-way
on private land minimal, despite claims by several developers. The
longer owners sit on a piece of property, the greater the risk for
subjection to an ordinance that could effect land value.
He said companies may be trying to convince landowners to sell out of
fear.
"What we see is that around here, people's land is everything,"
Vermeulen said. "It's their 401(k), retirement, bank account all
rolled into one."
Residents' dependence on land for livelihood could be cause for alarm
in cases like this, according to Vermeulen.
Lenhart agreed.
"Old people can be suckered into things and these scare tactics can be
very bad. If one person signs it, it's a sucker deal," she said. "I
think they see an older, single woman and think she's eating cat
food."
Trish Fagan, New London's zoning officer, said she was not aware
residents like Lenhart were being propositioned for land purchase.
"This is totally out of the blue," she said.
According to Fagan, there are no projects on the horizon that would put
land values at risk for township residents. In fact, she said, the
municipality owns property next to the township building for future
developments.
"Our needs are pretty well met," she said.
