Egypt: Two Attacks in Cairo

Summary
Two attacks rocked the Egyptian capital of Cairo on April 30. The
attacks -- along with the bombings April 7 and Oct. 7, 2004 -- indicate
the country could be entering a new phase of militancy. Such attacks
will adversely affect the emerging new political atmosphere in which
Cairo has begun a cautious liberalization of the country's political
system.
Analysis
A militant was killed when a bomb he was carrying exploded near a
museum in Cairo on April 30, the state-run Middle East News Agency
reported, citing a statement from the Egyptian Interior Ministry. The
dead man was decapitated as he threw himself off the October 6 Bridge,
between the Egyptian Museum and Hilton Ramses Hotel. Seven people were
wounded, including two Israelis, an Italian and a Swede. In the second
incident, two veiled women were shot dead by police as they attempted a
suicide bombing against a tourist bus near the Sayyida Aisha mosque in
central Cairo, the Qatar-based Arabic language satellite television
channel Al Jazeerah reported, citing unnamed police officials.
The two attacks in Cairo come less than a month after a suicide bomber
targeted tourists in the Egyptian capital April 7.
The incidents appear to be the work of Islamist militants, who resumed
attacks in October 2004 after a lull of some seven years. While
jihadist groups lack structure in the country it is likely that these
fresh incidents are an attempt by al Qaeda deputy leader Ayman
al-Zawahiri to revitalize old and dormant militant cells, or perhaps a
small network, in his home country at a time when the jihadist movement
has been unable to conduct operations due to the success of U.S.-led
counterterrorism efforts.
In all likelihood, the attacks will work to the advantage of the regime
of President Hosni Mubarak, who -- under pressure from Washington --
has had to allow multi-party competition in the presidential elections
slated for September. Sources close to Egyptian intelligence say that
Cairo wants the Bush administration to back off its push for democracy
in the country fearing it will usher in a new period of instability in
the Arab state. Mubarak will likely use the continuing violence as an
argument against lifting the state of emergency that has existed since
the assassination of his predecessor, Anwar Sadat, in 1981.
The attacks also will allow Cairo to retard the pace of political
liberalization, especially at a time when Mubarak's own failing health
and the emerging new political climate has prevented him from deciding
on whether he will run again.
