Where has all the money gone?
Summary
When the US and the other members of the Coalition of the Willing
invaded Iraq their stated aims were three fold - to track down
weapons of mass destruction; to liberate the Iraq people from the evil
dictator Saddam Hussein, bringing democracy to the country; and to
rebuild Iraq's infrastructure - its roads, hospitals and schools. It
was the largest 'reconstruction' operation since the Marshall plan.
But unlike the Marshall Plan, which was funded by the US Government,
Iraq's reconstruction was to be paid for by the Iraqi people -
primarily $6 billion left over from the UN Oil for Food Programme and
on going oil exports. We look at the reconstruction process and the
billions set aside to fund it.

FEMA directed Americans to Duck and Cover, and in a Week to Ten days
they'll send some troops in from Canada, and Mexico, along with medical
supplies from Sri Lanka. And Two weeks from then, they'll cut another
three quarters of a Trillion dollars in taxes to the rich in order to
jump-start the economy.

If it weren't so true, your post would be funny.
When disaster struck in Lousiana, there were search and rescue teams
from Vancouver, British Columbia, two days before any US local, State
or Federal aid arrived on the scene. Chernoff wasn't even aware what
happened yet, and Brownie said he didn't know what was going on,
and Bush was in San Diego at Party fund raisers, and VP Cheney was
still sitting on the porch at his vacation ranch in Wyoming, scratching
his balls.
At least a dozen countries had medical and rescue teams ready to go
and as many other countries, including Indonesia promised aid. Even
friggin Sri Lanka offered financial assistance. All these two days
before
the US Feds did a damn thing.
Where's the money going into their budget been going? Anyone know?

There is no point in any 'defence tactics' for the population. Anyone
with ideas of survival have been watching too many films.
Those that don't die from the initial attack, will die from the
after-effects of both radiation and ecological unbalance. The only
certain thing is that mankind will no longer exist.
Perhaps that isn't a bad thing. Whatever replaces us in x billion years
time, may not have the 'John Wayne' syndrome.

I was in a "head shop" in a nearby large city in the late sixties and saw
one of the most memorable posters I've ever seen.
It was called, "My Plan for Nuclear Survival".
The poster listed 25 things to do in the event of a nuclear attack. Store
food, water, keep a good radio, etc. Very long and involved.
Item number 25 said, "Upon inventorying your supplies and procedures, firmly
close the doors behind you and then place your head well down between your
legs and kiss your ***** good-bye".

This may suprise you. I agree wholeheartedly with you. Should we ever
be replaced, then I hope with total sincerity, that people of a..shall
we say volatile...nature, are excluded from the evolutionary trend.
Yes, that includes me. I agree.
I should point out however, that in order for evolution to provide a
human-like substitute to us, then it will have to accomodate a great
many radical changes in the matter of re-production, if
your...preferences.. are to associated in any way with that potential
future development.

not the duck and cover ones (although we had those, too). They'd bring
us all into the auditorium, and practice evacuations. Supposedly, they
still perform emergency drills in public schools today, as well.
What they ~planned~ was to send all the kids to a 'safe place', a
predetermined evacuation center that hadn't been named (no idea if even
the folks setting up the drills knew where they'd be). What I'm sure
the school administration(s) didn't know was that nearly all the kids
planned on taking off for home on foot if there was ever a real
emergency. Not a one of us trusted the government to have us and our
families sent to the same place.
Of course, I don't live in a city, and if I did, it wouldn't matter what
the city/state/federal plan was, I'd follow my plan. I'm sure lots of
other people would do that very same thing.
