Neptune has been in Aquarius (represented by ocean waves) since January
1998, and will not move into Pisces until February 2012: this could be
the time period intended by line 1.
The 9.0 26 December 2004 Sumatra quake causing massive deaths (around
150,000) from tsunamis, or tidal waves, was the most powerful recorded
on the planet in forty years. The entire event has been said to have
speeded the spinning of the planet slightly, as well as shifting the
rotational axis somewhat. There was the possibility of warning the
affected areas (the intense seismic activity over eighteen miles deep
was noted immediately), but due to the potential loss of tourism
revenue such notifications had become unpopular and were thus not
issued. The powerful undertow dragged bodies miles outward. Children
playing on beaches when the lethal waves struck were drawn further into
the danger zone by their only signal, a sudden retraction of the
already low tide leaving fish flopping about on dry sand shortly
prior...
Although my previous post of 16 December "Pretend Like Even A
Shower's Extraordinary" included mention of earthquakes in general
and a link to my article regarding the Bam, Iran quake of exactly one
year earlier, I did not have any clear indications of this event
beforehand. My efforts to find any reference to this 2004 Sumatran
Tsunami resulted in II.78, which is itself temporally ambiguous: if my
interpretation is correct, the first line opens a time window of about
14 years, narrowed by the concept that Neptune must be in the midst of
its transit through Aquarius, a condition met by its current position
around thirteen degrees.
I had earlier analyzed II.78, concluding Punic and Gallic could be used
semantically rather than geographically. Punic can mean faithless or
treacherous; Gallic implies bitter and rancorous. However, I noticed a
coastal city hit particularly hard was Galle, Sri Lanka, where a
fortress was inundated (the devastation in Bam a year ago also centered
on a fortress). The similarity of pronunciation between Gaul (the area
usually meant by Gallic) and Galle (the Sri Lankan city) is obvious...
The rowing in line 3 is tardy because had it been "prompt," rowing
would not have been necessary: this must tie in with the subtext of
line 4, which refers to a badly concealed secret, or something whose
concealment causes evil - this is likely the tsunami warning which
should have been issued, thereby averting the ensuing bloodiness.
People can be so curious as to venture towards the coastline because of
a tsunami warning, wanting to be thrilled by the sight of a gigantic
wave: this disaster should demonstrate that these warnings, even if
they fail to accompany an actual event, should be issued when indicated
without regard for financial concerns and taken seriously by the
public.

Maybe it's a reference to the massive atrocities that the Indonesian army
has been carrying out in Aceh for the past several years, with almost nobody
being aware of it.
I for one had never heard of this province that has been so severely
suppressed by the Indonesian army to protect the presence of ExxonMobil
there.

A referendum being the basic
political demand of most
people in Aceh, asking for
a chance to vote for independence.
He says that's a crime against the state,
just to call for one. The national army
commander in Indonesia, said people
who dislike the military emergency
in Aceh are GAM members,
the armed independence group.
The overall commander of the
Indonesian military said what
should be done with GAM
members is we should hunt
them down and exterminate them.
You have the very top military
and political officials in Indonesia
making clear that speech against
the army and for vote for referendum
in Aceh is a crime against the state
and something that can get you killed.

Aceh have been living under.

And the whole province has been sealed (concealed), so for examples you'd
need a special permit - very hard to get - to enter the province. This maybe
why there has been so little media coverage of the situation there. Also,
the French word "occulte" could refer to its first sense, Cult - the cult of
Fortune 100. ExxonMobil being number 3 or 4.
