Actually, it's because it shows that there's a distinct possibility that
terrorists are looking at either terrorist targets here or to construct
some
kind of chemical weapons within the US so there's no worry about getting
them
into the country. I have always considered this to be a much more likely
scenario than weapons coming in from elsewhere. I also think that having
the
tailgate down and a front license plate missing indicates that this could
be
someone who had training (nobody would notice that unless/until they tried
to
get the plate number, usually - but what normal person thinks of that when
poking around?).
