Not exactly. If you *replace* impoverished, uneducated people with
well-educated people (who are likely to be far better able to support
themselves), then things will improve. Throwing millions of dollars at
the landlords won't do anything to educate or better the people who live
in someone else's property.

It's a stupid, narrow minded quote... Of course dumping money on a problem
doesn't make it go away, that's just common sense. To sound mishy mushy,
letting the people in a slum know they are not worthless goes a long way...
and doing this doesn't take any money.
People in slums feel isolated. They feel like they have been rejected from
main steam society, and some become bitter about it. Even though this is
usually not the case, they see no evidence to the contrary. It all comes
down to the entrenched culture, and the children. The cycle of poverty can
only be broken by the children.
If the children are made to feel as though they have worth, they will act
like it. If they don't feel like they have any purpose in society, they
will buy into the slum culture, and bad things will follow for them.
Given equal opportunities, a poorer child will, in general, strive harder
than his well off counter part. This is because the rich child takes said
opportunities for granted, whereas the poor child will not... but, in order
for this to happen, they have to be pulled out of the slum culture, and made
to feel like they are worth the same as any other person, and that they are
capable of rising above their circumstance. Providing these opportunities
does take money.
I know you have no compassion for the adults in places with a lower
socio-economic standing than your own, but surely you have some for the
children, and they are the ones that will change given the right support.
For several years in my childhood, I grew up in what could be considered a
slum. I can say definitivly that it is the culture of the place, not the
people, that keeps most residents down. I was sent to a private school for
some years, on funds provided by my grand parents. I was taught there, that
being poor did not make you a lesser person, only that I probably had to
work harder to get where I wanted in life. Looking back, I feel that I have
risen above the slum culture (I don't live in a housing commission estate, I
don't collect welfare), whereas others who were not given the same
opportunites as me, have not... I was lucky. If only they had someone
looking out for them like I did, I'm pretty sure that they would be in a
much better place these days.

Not having money and living in a slum does not make you unintelligent or
hopeless... those fuckers like you certainly don't help... you only
