If was illegal then why haven't some members of the public started a

In one word, politics.
In one sentence, do the ends justify the means, and the risk,
and the tremendous political and financial cost win or lose?
In a paragraph, how many people in the UK are willing to put
their lives on the line for what they allegedly believe about
the war in Iraq? Are they _actually_ ready, willing and able
to fight, kill and die for their beliefs? If not, they'd do
well to mind their all-too-fragile place in the food chain. :-D
Hallelujah! The United States Supreme Court is *OURS*!
