agitated before boarding the plane and was singing "Go Down Moses" as
his wife tried to calm him, a fellow passenger said Thursday.
"The wife was telling him, 'Calm down. Let other people get on the
plane. It will be all right,'" said Alan Tirpak.
"I thought maybe he's afraid of flying," Tirpak said.
Tirpak took his seat, and Rigoberto Alpizar, 44, and his wife
eventually boarded the plane. Then, a few minutes before the plane was
to pull away, Alpizar bolted up the aisle and onto the jetway, where
two air marshals confronted him.
Alpizar's sister-in-law, Jeanne Jentsch, read a short statement from
the family Thursday describing him as "a loving, gentle and caring
husband, uncle, son and friend." He was from Costa Rica but became a
U.S. citizen several years ago, she said.
The statement did not address Alpizar's mental condition. Other
passengers have said Alpizar's wife, Anne Buechner, said he was
bipolar, a disorder also known as manic-depression.
She was yelling "That's my husband, that's my husband — I need to get
to my husband!" Mary Gardner said. "She said, 'My husband is bipolar.
He didn't take his medicine.'"

Neighbors said the couple had been returning to their home in the
Orlando suburb of Maitland from a missionary trip to Ecuador.
Charles Baez, manager of the MAB Paints store in Orlando where Alpizar
worked for 12 years until taking a job at Home Depot, described him as
a health enthusiast who was always calm and patient with customers. He
said he never saw evidence of any mental problems.

threatening statements, the police spokepersons are backing off and
saying that Alpizar made the threatening statements in the jetway, not
aboard the aircraft.
It appears to me, that since the information being disseminated by
Homeland Security spokepersons has been conveniently vague and
unattributed, it gives the air marshals almost unlimited opportunity to
change the details of it as the situation demands in order to fit and
retrofit their version of the incident into whatever it needs to be to
keep them out of hot water for an unjustifiable shooting.
So I question the credibility of the air marshals. Martin, I can see
why you give more weight to the police in this case, but I can't see
how you can know what Alpizar might have said at this point. One good
way to determine whether what the spokespersons has said has been true
or not would be to actually look at the statements that the air
marshals most certainly would have made. The reports would have been
written immediately after the shooting. Homeland Security may not want

that this is a police state and that the citizens need to move along

The shooting of one mentally-ill man does not make a police state!
Mentally-ill men have unfortunately been shot here in Toronto, too, when
police felt they posed a threat. In all cases, the police were exonerated
in the investigation, because they are not omniscient. They have to put the
safety of the public at large ahead of one individual who may be dangerous.
What if they had let him be and he DID hurt people? (Bipolar individuals who
are off their meds have been known to).
At least wait for the investigation before you condemn the police and get
all paranoid about a "police state". If such incidents were happening
frequently, you might have cause for concern. ASFAIK, this is the first
case since 9-11.

An eyewitness said that Alpizar was wearing a fanny pack on his
abdomen, when he was told to lie down on his face, he was moving
the fanny pack to the side, so that he could lie down on his face.
The marshalls overreacted and shot him several times.
Citizens who blindly believe anything they are told, and who
demonize the victims of police and military violence, are the worst

Proposed law -- nation's first -- would close gaping policy holes

A year ago, most Washington police officials didn't have a domestic
violence policy for abusive cops -- and didn't think they needed one.
Today, law enforcement leaders across the nation are watching how this
state plugs gaping holes in police accountability exposed by Tacoma
Police Chief David Brame's fatal shooting of his estranged wife,
Crystal, and himself.
"How can you defend your department once a whole state acknowledges
this is an issue?" asked Wynn.
"If anything, we've seen an increase in calls from the girlfriends and
wives of police officers in recent months," said Terri Kimball,
executive director of the Domestic Abuse Women's Network in South King
County. "The abusive tactics are lethal and scary."
Victims who seek help from police still aren't taken seriously enough
and have trouble getting clear information about department
procedures, Kimball said.
"They're not getting the kind of response that we would hope they'd
receive from police," said Kimball, whose organization works with 17
police agencies. "It's hard to change values and attitudes overnight."

A group of researchers presented a study in June that said military
kids in North Carolina are twice as likely to die of severe abuse than
their civilian counterparts. Appalling, I thought. But that figure
made me wonder whether are kids are really at risk, or was this
another one of those studies drummed up because military families are
in the news?
So I called the author of the study, Marcia Herman-Giddens, an
associate professor at the University of North Carolina. For over 20
years, she has treated and worked with children who have been abused.
She told me that the study came about because some medical
professionals suspected that child abuse is disproportionately high in
military families.
The research was funded by the North Carolina Governor's Crime
Commission and the North Carolina Child Advocacy Institute.
Herman-Giddens and her group studied state medical examiner reports
from 1985 and 2000. They found 26 counties had no child abuse murders
for children age ten and under. In contrast, the two counties in which
Fort Bragg, Pope Air Force Base, Camp LeJeune and New River Air
Station are located had the highest rates of child abuse murders in
the state.
The rate was about five deaths per 100,000 children, more than double
the state average. Of 378 abuse murders, 35 occurred in military
families.

DoD Targets Domestic Violence

WASHINGTON -- A Navy petty officer died violently this summer
in her quarters at Andrews Air Force Base, Md. The 28-year-old mother
of two toddlers was murdered by her estranged husband, who then killed
himself.
About 135 family advocacy specialists recently looked at
service efforts to prevent domestic violence, particularly spousal
abuse. A DoD conference in Alexandria, Va., July 23-24, focused on
recommending ways to prevent abuse, to intervene when it occurs, to
treat victims and to deal with abusers. A second conference later in
the year will use the recommendations in further developing DoD's
policy for combating domestic violence.
Out of a population of 855,940 married couples, DoD officials
said, about 16,200 reports of spousal abuse were confirmed in 1995.
About 60 percent of the active duty force is married, according to
Defense Manpower Data Center figures. Of the total, about 49,700
couples are dual active duty service members; the other 806,200
service members -- 757,200 active duty men and 49,000 active duty
women -- are married to civilians.
"The vast majority of abusers are male, and the vast majority
of victims are female," said Carolyn Becraft, deputy assistant defense
secretary of defense for family support. "But in DoD, for at least
three years, about 30 percent of our cases involve wives abusing their
husbands.
The prevalence rate of spousal abuse in the military has
increased steadily since 1990, according to DoD statistics. Throughout
DoD in 1990, there were 14.5 confirmed reports of abuse per 1,000
spouses. The DoD rate for 1995 was 19 confirmed reports per 1,000
spouses. Officials attribute the higher rate to greater public and
command awareness and concern, an increase in the number of self
reports by victims and more funding for family advocacy programs.
A comparison of 1995 domestic violence rates among the
services shows the Army and Marine Corps with the highest rate of 24
confirmed reports of abuse per 1,000 spouses. The Navy had a rate of
15 confirmed reports per 1,000, and the Air Force had a rate of 14
confirmed reports per 1,000.

Jen McSkimming, the manager of a domestic airline, was attending an
industry meeting on the subject of airport security when those in
attendance began discussing the pat-down policy. "Well," the TSA
official said, "I only get about 15 complaints a week on this."
McSkimming told the New York Times that she looked around the room at
the 30-or so people in attendance and noticed that about half of them
were women. She asked how many of the women had a bad experience with
the TSA's new pat-down policy. "Every single woman," she said, "raised
their hand. So, I told him, 'Well, you'd better add 15 to this week's
total.'"
Most of the women interviewed by the New York Times for a feature
article on pat-downs said they didn't lodge any formal complaints
believing it would be an effort in futility to do so. Heather Maurer,
a Washington, DC business executive received her "cheap feel" at Logan
International Airport in Boston. Although she and several other women
with whom Mauer said she had spoken were very offended by the
pat-downs, all of them were reluctant to go on the record by filing a
written complaint for fear that they would end up on a TSA suspect
list and would be singled out whenever they traveled by air. A male
screener gave her a full body pat-down, lifted her shirt and looked
down the back of her pants. When he did it, she said: "I'm not
comfortable having you feel me up." Like most of the women who fly,
Mauer was convinced she didn't have a choice—except to give up flying,
which was something she can't afford to do.
Nancy Jackson, the president of a global company headquartered in New
York said she has also learned not to express her objections to the
pat-down. "If you do," she said, "they really feel you up. And then
[they] check every section of your wallet and every item in your
carryon, including your makeup and toiletries. It's disgusting."
Lu Chekowsky, an advertising executive from Portland, Oregon is
another reluctant flyer now. She's been felt up so many times she now
wears baggy trousers, flip-flops, and an oversized sweat shirt when
she travels to make the pat-down get over quicker. "Routinely," she
said, "my breasts are being cupped and my behind is being felt. I feel
I can't fight it. If I say anything, I picture myself being shipped
off to Guantanamo."
Tony Award winning actress and singer Patti LuPone claims she was also
the victim of an airport screener who went too far. Like Mauer,
Chekowsky and thousands of other men and women, LuPone was flagged for
special attention at the Fort Lauderdale, Florida airport. The male
screener asked her to remove articles of clothing. LuPone said she
removed her leather jacket, her belt and her shoes because they
contained metal which could have triggered the metal detector. The
screener told her to take off her shirt.
"If I take off my shirt," she explained, "I'm going to be exposed."
Since LuPone was wearing a see-through camisole, she knew if she took
off her shirt, she would be concealing absolutely nothing. The
screener seemed to understand. He nodded, saying, "Okay." When she
passed through the metal detector without incident, he flagged her for
a secondary screening. "What am I doing here?" she asked him.
"You said you wouldn't take your shirt off," he replied. LuPone said
she told the New York Times, at that point, she wondered—am I in the
time-out chair?
Still in view of the other air travelers who were checking in, she
removed her shirt and asked the screener what he wanted next. He did
not reply. Instead, a female screener appeared and began to pat her
down. According to LuPone, " ...this woman comes and starts to give me
a breast exam—not using the back of her hands, using the palm of her
hands." LuPone said she was shocked by what was happening to her. "I
was not in a private environment. I was out there in the public and
totally taken by surprise, humiliated and shocked." LuPone, whose
breasts were deliberately exposed by the screener because of his
orders—backed up by his badge, has grounds to sue because the female
screener touched her breasts with the palms of her hands and her
fingers.

agitated before boarding the plane and was singing "Go Down Moses" as
his wife tried to calm him, a fellow passenger said Thursday.
"The wife was telling him, 'Calm down. Let other people get on the
plane. It will be all right,'" said Alan Tirpak.
"I thought maybe he's afraid of flying," Tirpak said.
Tirpak took his seat, and Rigoberto Alpizar, 44, and his wife
eventually boarded the plane. Then, a few minutes before the plane was
to pull away, Alpizar bolted up the aisle and onto the jetway, where
two air marshals confronted him.
Alpizar's sister-in-law, Jeanne Jentsch, read a short statement from
the family Thursday describing him as "a loving, gentle and caring
husband, uncle, son and friend." He was from Costa Rica but became a
U.S. citizen several years ago, she said.
The statement did not address Alpizar's mental condition. Other
passengers have said Alpizar's wife, Anne Buechner, said he was
bipolar, a disorder also known as manic-depression.

worked for 12 years until taking a job at Home Depot, described him as
a health enthusiast who was always calm and patient with customers. He
said he never saw evidence of any mental problems.

It's too bad if he didn't really have a bomb, but I still want the
Marshalls to shoot anyone that is threatening to set off a bomb in a

What did you read, and where did you read it?
I read the Toronto Star everyday, sometimes other news sources online (time
permitting). The bomb threat was noted. Even without it, you can't have a
nut job behaving in a threatening manner on an airplane.
Sorry, the marshals were justified. There have been cases in Toronto of
cops shooting the mentally ill because they believed they were under threat.
In all cases, the investigation exonerated the cops. Unfortunately, cops
are not clairvoyant...they perceive a threat, they must act on it.
What if they had let him get away and he WAS carrying a bomb? Do we just
let people do as they please and cross our fingers that it is nothing more
than some harmless psycho off his meds?
