My predictions as the trend continues...
Phase I
Since this law now "protects" a fetus from harm *after the fact*,
federal regulations will follow to prevent the potential of harm
*before the fact*. An inescapable fact of the legal system is its
pernicious and incremental spread of law far beyond the
application for which it was originally intended.
So, pregnant women will be prevented from exposing their new
federal charges to anything deemed damaging, let alone, deadly.
This has begun. Some women have already been charged with taking
certain drugs before and during pregnancy and withholding
prenatal medical care.

Phase II
Now that government has been charged with protecting the
fetus, it will rapidly expand its role by emphasizing the
effect and influence of the mother (the fetal carrier) on the
fetus. Expect behavior of various kinds to be called into
question with the result that federal regulations will be
written to apply specifically to these legally defined fetal
carriers. Among these will be the obvious prohibition of
physical intervention in the development of the fetus.
Abortion will be effectively outlawed through the imposition
of conditions designed to protect the fetus. Abortion will still
be allowed but only after government approval. In other words,
eventually a license will be needed to abort.
We can see how then how law can be used to minimize the role and
status of the mother. She can become subordinate to the law
that was created to protect her fetus and forced to suspend her
claims of individual rights under her new classification as a
"fetal carrier".
The logic of law will eventually determine that, in order to
better protect the fetus, fetal carriers themselves must be
approved. In the future, in order to become pregnant, government
will require a license. To administer and track these licensees,
a database of registrants will be necessary.

Phase III
Next, because the health and well being of every fetus will be
paramount, ideal medical and social prerequisites to
fertilization will be formulated. As there will be requirements
for the carrier so there will be requirements for the
inseminator. Cries will be raised concerning fairness, bias and
prejudice which will lead to the collection of sperm from the
public at large. The carrier registrant will then be artificially
impregnated with a randomly chosen sperm.

Phase IV
The government interest will then compel the registered carrier
to bear the fetus and deliver it under government approved
circumstances. Because most women are poor and may not give the
fetus the best of care, special medical units will be built to
house the carriers until birth. Once born the government's legal
interest in the mother will cease but the interest in the infant
will continue. Mothers deemed uncooperative will be separated
from their offspring. The infants, now government citizens,
will be given to welfare surrogates or raised in a government
collective until aduthood.
