We could have told the troops to cap everyone carrying a weapon in

You couldn't actually have done any of the above...the rest of the

necessarily true. The despots and thug dictators have mostly been
produced by the brits and yanks either directly or indirectly to do
their dirty work for them. They don't become despots and/or thug
dictators until they refuse to continue as tools for their brit/yank
handlers. Before that they can do as they like...
Islam has been left behind you say. That's what you get from
newspapers in redneck america I suspect. All Middle East major cities
are as modern as any of yours. Outside the big cities in small towns
and villages everything is as backward and unmodern as your own small
towns and villages.
