Consider. Earth & the innumerable distant suns
relative to Earth gave birth to her caelestial
firmament. Since the average proper motion for
stars and the memorable patterns they form has
been relatively fixed w/noticeable motion only

and accurately predicted long-term equinoctial
precession & sidereal/synodic/tropical motions
and multiples for the planets, all counting by
integer solar days, lunar months, and tropical
years, or course). Hence the facts demonstrate
it is impossible to name who first noticed the
preexisting facts of sidereal & synodic motion,
but it might as well have been Tarzan and Jane.

Ummm... allow me to translate.
Sidereal time is just another method of measuring the 'time' it takes the
Earth to rotate around it's axis.
Rather than reference the rotation of the earth to the Sun or to the Moon,
'Sidereal Time' references "fixed" stars as they cross the meridian. It's
what Astronomers use... it's what Scientists use... it's what the Miliatary
uses... it's the basis for UTC... it is more accurate for reasons you can
find out on your own.
And Min is correct... this methode has been around prior to written history.
Hence... there is no way to attribute it to a single individual or a single
Nation.
If you want a 'who and when', then I'd guess:
"Shepards, prior to the Dawn of Civilization".
