PRISTINA -- PRISTINA, Wednesday (B92) – The leading Serb MP in Kosovo
has suggested that a move by the United Nations to transfer
responsibilities to the province's local institutions could be linked
to the nationalist revival going on in Belgrade.
Oliver Ivanovic noted that immediately following the victory of
Radical Party deputy leader Tomislav Nikolic in Serbia's failed
presidential elections, Belgrade was excluded from negotiations on the
UN's strategy for implementing the international community's standards
in the province.
The announcement that the UN mission will transfer 44 individual areas
of responsibility comes just days after the Radicals topped
parliamentary elections in Serbia.
"The transfer of authorities is happening straight after these
elections," Ivanovic told B92. "Too much is coinciding for me to
believe it's a coincidence," he said.
The UN's governor in Kosovo, Harri Holkeri, announced yesterday that
the mission would transfer responsibilities by the end of this year,
after the Security Council backed the move.
Belgrade said move represented another step towards independence for
the province. It is "another demonstration of Holkeri's biased and
dangerous behaviour", Belgrade's Coordination Centre for Kosovo said
in a statement.
Ivanovic claimed today that the interim institutions to which the
responsibilities will be transferred were not up to the job.
"Our main objection is that these interim institutions, these
ministries, have shown both political and technical immaturity and
inability."
He warned that the transfer of powers over economics, finance,
culture, media, etc, would increase pressure on UNMIK to rush through
the handover of jurisdiction over the army, police, judiciary and
foreign affairs.
