You reckon I think it is a bit alarmist and biased and slow, The

The Third World War
June 10, 2004
The BBC offers a chilling account of terrorism. Clare Kermond reports.
In 1972, as a very young, very green journalist, Peter Taylor was sent
to Northern Ireland to cover a civil rights march, which turned into
the violent Bloody Sunday riot.
More than 30 years later Taylor still smarts at the guilt he felt
then, how he had no idea what was going on or what drove these people
to such desperate acts. His working life has been spent trying to
understand political violence and terrorism.
In more than a dozen television programs and seven books, Taylor has
looked at subjects such as the IRA, the guerilla movement in Rhodesia,
the conflict in the Middle East and the ANC in South Africa. And now
September 11, 2001.
Soon after the 2001 attacks, Taylor was sent to the US by the BBC to
look at the failure in intelligence that led to that event; what he
uncovered led to the series The Third World War: Al Qaeda, to be shown
on ABC TV.
The three-part series looks at the new kind of war being fought
against global terrorism. It gives a fascinating and chilling account
of the workings of terrorist groups in Europe, the US and Asia, and
the challenges faced by the intelligence agencies and governments
trying to stop them.
Taylor is convinced that the Australian Government ignored clear
warnings by US intelligence agencies of the likelihood of terrorist
activities in Bali.
In part three of The Third World War, Asia: the Breeding Grounds, we
hear details of the interrogation of the young al-Qaeda recruit
"Sammy", who revealed that the organisation was looking for soft
tourist targets.
As a result of this interrogation, just two days before the Bali
bombing, the US stepped up its safety alert to tourists. Despite being
given the same information, neither Britain nor Australia increased
its warnings to travellers. "You look at the Bali bomb, not just at
the bomb but you look at the road to Bali and you start to join up the
dots . . . it isn't rocket science to say what's the most likely
target in this part of the world (and), with explosives already in
Indonesia, the warnings clearly were there," Taylor says.
Reporter Peter Taylor at the site of the World Trade Centre attack in
New York.
Speaking from London last week, Taylor says the series has tragically
proved its claims about the failure of governments to act on
intelligence information and the seriousness of the terrorist threat.
When The Third World War was screened in Britain earlier this year,
some critics claimed it was alarmist. "We were accused in some
quarters of scaremongering, of exaggerating the threat with a title
like Third World War," Taylor says. "A week after the last program
went out, Madrid happened. It was tragically prophetic."
The series is impressive for its detailed research and the level of
access gained to key figures in terrorist organisations and the
intelligence community. Taylor is quick to praise the skills of the
team of six who worked on the series over more than 18 months, one of
whom was fluent in several languages.
The most gripping interview, and a coup of access, is that with
terrorist suspect Salim Boukari, who was filmed in jail in Germany.
Calm, polite and articulate, Boukari explains why terrorism is
necessary, arguing matter-of-factly that the West will never win.
"Of all the things in the series, that was the most illuminating
interview," Taylor says. "I certainly had never met and never heard
somebody like Salim Boukari talking that way before, and the feedback
that we had was very much that it was amazing just to hear him.
(People said) `We didn't agree with him but he was articulate,
measured. He's not what we thought that kind of person would be.' "
Taylor says his experiences in making the series confirmed his view
that any solution must be political, not military.
"I think the West will win in the end because the West can't afford to
lose, but it isn't going to win by bombing people. The West is going
to win . . . by removing the source of the anger that fuels people
like Boukari to do what they did. Palestine has got to be sorted. It's
that more than any other issue. These are questions that have got to
be addressed politically," he says.
Since the interview with Boukari, almost a year ago, the situation in
Iraq has worsened. Taylor says one of Boukari's comments that didn't
make the final cut was his claim that Iraq was the new jihad, or holy
war. "That wasn't apparent when I interviewed him but, of course, he's
absolutely right."
Taylor says he was appalled by the recent evidence of American abuse
of Iraqi prisoners, and argues that this "plays straight into the
hands of the enemies they are trying to defeat".
"Why Boukari and people like him were prepared to do what they were
ready to do was because they felt that they had to defend their Muslim
brothers and sisters around the world from attacks by the West and
America."
The series includes the alarming statistic that between 15,000 and
20,000 people were trained at the al-Qaeda camps. Despite the arrest
and trial of some of that organisation's leaders, this leaves a huge
number of potential terrorists at large.
The Third World War - Al Qaeda screens on Wednesdays at 8.30pm on the
ABC.
