state sponsorship of 9/11

Since the attacks of 9/11, many people have had time to collect their thoughts
and have arrived at the idea that there was "state sponsorship" of this crime,
even though there is no evidence to support this conclusion.
Where in the world is there a government with the means and the necessary inside
information, to sponsor such a terrible crime against the American people ?
