White House wants central London to be no-go area
WHITE House officials are demanding that police cordon off the centre of
London and ban all demonstrations during President Bush's three-day state
visit next week.
With ten days to go until Mr Bush arrives, there is still no agreement with
the US Secret Service, which guards the President, over how to police the
controversial trip without bringing the capital to a standstill.
Scotland Yard also wants to avoid a violent confrontation with anarchist
groups, which have pledged to disrupt Mr Bush's trip.
Protest groups say that they expect more than 100,000 people to join their
anti-war demonstration.
Worried US officials are insisting on an "exclusion zone," as they fear that
terrorists could attack under the cover of protests or crowds.
Sir John Stevens, the Commissioner of the Metropolitan Police, said
yesterday that his force was facing a "very tough" time as they mount the
biggest security operation the country has seen.
There is a battle of wills between British and American security chiefs.
The police are against enforcing an exclusion zone in Central London that
will bring traffic in the capital to a standstill and provoke fierce attacks
from protest groups, who are demanding the right to voice their opposition
to Mr Bush and the war in Iraq.
A three-day shutdown of Central London would spare Mr Bush from the
embarrassment of witnessing protests, which organisers say are intended to
humiliate the President publicly.
Mr Bush's itinerary is still being negotiated because of security concerns
over the trip, which begins on November 19.
He is staying with the Queen at Buckingham Palace.
His staff want The Mall, Whitehall and parts of the City closed while he is
there.
Sir John, speaking on Breakfast with Frost yesterday, acknowledged that "we
must ensure we keep the balance right" between protests and protecting the
President.
"We are on the highest alert that we have ever been at," he said. "We are
working more than two-and-a-half times harder than we did at the very height
of the Irish terrorism campaign."
Civil rights groups say that they expect police to use draconian
anti-terrorism laws against protesters.
All police leave has been cancelled for the three-day visit and Scotland
Yard is mobilising as many as 3,800 officers, at an estimated cost of £4m.
The President will make as many journeys as possible by helicopter and will
be constantly surrounded by armed US agents and Special Branch officers.
Scotland Yard and the Secret Service have agreed "rules of engagement",
which make it clear bodyguards can use guns only if they believe Mr Bush is
clearly threatened.
Sir John has assured demonstrators they would be allowed to take part in
peaceful protests and would be able to use Trafalgar Square.
One senior Scotland Yard planner said: "The visit is a major security
nightmare. We could face a combination of the May Day protesters mixing with
other members of the public, like the crowds during the Jubilee, who want to
see the President and the Queen."
Another senior police officer said: "We expect some militant groups to do

That's the yankies that dubya has with him. The British bobbies don't carry
guns. When dubya goes somewhere he has over a thousand people with
him...security chiefs, advisers <<==(to remind him of where he is), his own
doctors/nurses/servants/chefs/waiters/waitresses, hand picked reporters
<<==(can't have reports of all those protesters getting back to the American
people now can we), and a virtual army of idiots whose job it is to get
there a month or so before he gets there and suss out the "security" of the
place. They are all armed to the teeth and act as "police" during his visit.
To mingle with the crowd un-noticed...that they insist on wearing black
suits and dark glasses doesn't help their mingling...although they don't
seem to realise that. They have the authority to shoot to kill in defence of
Herr President...otherwise dubya refuses to go to the place. Their final
duty is if all else fails and a bullet does find it's way whizzing towards
the head of Herr President then these idiots will jump in front of it and
try to stop it with their own heads. Ever seen any of those funny spoof spy
films? Well the reality of dubya travelling anywhere is even funnier and
more absurd!!!
Oh and the host country pays for his visits...it costs the taxpayers
millions to have the ***** in their country...and then they themselves are
not aloud to go into their own city centre...which is surrounded by big
mutton-headed yankies wearing black suits, white shirts, black ties and dark
glasses...and guns and bullets...exactly like when Saddam used to travel
around Iraq!!!
