In Quebec, in the Saguenay region, unprecedented torrential
rains, coupled with mismanagement by local authorities of the
many dams regulating water flows in the area, resulted on July
20, 1996, in a major flood which did carry with it almost
everything in its path. Quebeckers were amazed to see, in the
midst of this devastation, a small white house, perched on its
undisturbed foundations, left alone by the raging waters. This
small white house became a symbol in Quebec of the courage of the
inhabitants, soon to become refugees in their own country. Only
two children lost their lives in this disaster.

Which brings us to quatrain II-18, which did suggest an event
similar to this one:

Three times in this short poem, Nostradamus speaks of a sudden
event. All we know about it is that it involves heavy rains. But
its decyphered text is much more precise:

--------- hésite à sortir des eaux de Québec -----------------
--------- par erreur, en effect, malgré le pire ciel ---------
--------- du siècle, et la riuière emportera tout ! ----------

A cursory reading of both texts shows that the decyphering of the
first line was not terribly difficult; its first two letters end
up inverted at the end of the decyphered line, the first "u" of
"Nouuelle" is replaced with a "Q", and everything else is
identical, with the displacement of the "et".

Nostradamus often uses two quatrains to refer to the same event.
In this case, we find that quatrain VIII-16 is a little more
specific with respect to the timing of this event: it happens
when the Olympics happen:

Here again, the sudden nature of the event is underlined, but its
timing is linked to the Olympics. July 20, 1996, was also the
opening day of the Atlanta Summer Olympics. The decyphered text
confirms that we are dealing with the same flood:

Fascinating! Reading both decyphered texts in modern English,
with the usual asterisks marking words no longer used or spelled
thus, we get: 'What a sudden and impetuous rain! By mistake,
*effectively*, hesitations in lowering water levels in Quebec,
despite the worst weather of the century, allow the *river* to
carry everything!'

The second decyphered text does not mention the Olympics, but
points to the month of both events: 'In *July*, Quebec shall have
*an* awful flood which shall be so large and so sudden that one
would *never* have *seen* the river so foolishly flood the gentle
Land.'

Why would Nostradamus be interested in Quebec, of all places?
*
Nostradamus knows that his hidden texts shall be discovered by a
Quebecker; he also knows that almost nothing ever happens in
Quebec; so, the only way for him to speak of this land is to
refer to relatively 'minor' events (minor, as compared to World
Wars, for instance).

Why would he have been interested in that event?
*
This disaster was caused by a mistake. And he insists in speaking
of a great many events involving a mistake. Why? Because Paris is
destroyed by mistake, and the more mistakes he can point to might
allow his readers to find more credible the mistake which leads
to the unintended destruction of Paris, on Sunday, August 13,
2017, at 3:53 a.m.

The word 'mistake' is therefore found many times in the
decyphered texts. Not surprizing, as in French the word for
'mistake' or error ("erreur") is the cryptic anagram of the word
'war' ("guerre").
