The right to vote on who someone else marries

In a democracy, do the citizenry have the right to vote on whether
another citizen's choice of marriage partner is acceptable ?
If this is so, how far can this democratic principle be taken ?

You're confusing rights with democracy - they are not the same. Rights are
protected in spite of democracy. Or, put another way, there are a few rights
that people have regardless of what the majority think others are entitled to
do.
I really think that "marriage" should be in the realm of religious
organizations, and the secular government should offer a "civil union" license
that serves to designate your chosen "second" for life/death decisions, implicit
joint property, implicit inheritance, "dependent" status, and the like.
