Should be a paper trail if there is any truth in it at all.
"They would take active soldiers out of units. "retire" them ahead of
schedule, then send them to work for the civilian contractors (e.g.
Haliburton) as plain clothes.
Then they would be cycled back into the military after 6 months. Back
in service.
What was the incentive for the soldier? Not money, even though the
private company was (probably) charging full price the soldier never
saw a dime. The military guy would have his normal military salary
paid for that time, waiting for him when he rolled back into the
military. The big incentive was a rank promotion "there's a tech sgt.
position waiting for those who volunteer", he offered as an example.
This provides cover for the generals at the top saying no military
unit was involved in this or that while allowing the chummy private
contractors to get bodies so they can charge the government."
