DAKAR (AFP) - Agriculture and defense ministers from 16 African countries
met to marshall their forces for an assault on swarms of locusts whose
incursions in west Africa are the worst in over a decade and could produce
widespread food shortages.
Senegal President Abdoulaye Wade called the meeting of the 13-member Western
Region Anti-Locust Commission (CLCPRO) last week to plot strategies for a
regional battle against the locusts.
He invited South Africa, Egypt and Nigeria to join the ministers from
Algeria, Burkina Faso, Chad, Gambia, Guinea, Guinea-Bissau, Libya, Mali,
Mauritania, Morocco, Niger, Senegal and Tunisia.
Tuesday's session, which followed a day-long gathering of experts
coordinated by the UN Food and Agriculture Organization (news - web sites),
is the latest in a series of regional coordination meetings to battle the
locusts.
Nine west African and Maghreb countries, all of which were to be represented
Tuesday, met in Algiers in late July to coordinate efforts and their appeal
for international aid.
So far, according to FAO, just 37 million of the estimated 100 million
dollars needed to battle the scourge has been contributed by donors such as
the United States. Without a rapid infusion of funds, the UN body has
warned, the entire harvest for millions of people could be compromised.
"The main effort should be now to protect as much as possible of the next
harvest, which is crucial for the food security situation of millions of
people in the region," FAO said last week.
The finger-length winged insects have infested farmland from Mauritania to
Chad, a huge swathe of the world's poorest continent, at a crucial time in
the planting season for staple crops such as millet, sorghum and maize.
Densely-packed swarms of up to 80 million insects per square kilometer have
traveled as far as 100 kilometers (60 miles) a day across the Sahara since
early July, mating and laying eggs that are expected to hatch to produce a
second infestation in coming weeks.
Unusually heavy rains in the Sahel last year and in northwest Africa earlier
this year created the conditions for a locust explosion, allowing four
generations to breed in rapid succession.
Though no agenda has been released for Tuesday's meeting, it is likely to
touch on how to incorporate sophisticated chemical and biological methods to
battle locusts into a regime that relies heavily on traditional methods,
including burning tires and trash and banging pots and pans to scare away
the swarms.
The ministers meeting here might also take some cues from tiny Benin, which
has made a series of emergency preparations to head off an invasion, mindful
that its neighbors on all sides have already been infested.
The country has mobilized its armed forces against the locusts, stationing
military units and agricultural protection brigades stretching from the
northeast border with Nigeria to the Niger border.

Now could this be a "DOUBLE"? a duality or a paradox, not a goat in
sight, or being read about either.
Now maybe they could mobilize the people, to eat the locusts off the
land.
But I don't see a Darfur Quatrain but DMy will invent one when the
dart hits the Quatrain.

all about the DOUBLE :
An example of a DOUBLE found in the prophecies of Nostradamus' is one of his
first and most well known predictions, and concerns itself with the jousting
accident of Henry II in 1559 (I.35).

If you accept that is what that verse states which is does not
actually.
Not a very convincing Quatrain given what it says:

The young lion shall overcome the old On the field of battle in single
combat;

knells, [then] one--- then [he shall] die a cruel death
This, the so-called Quatrain of the Gilded Cage, is the most important
of Nostradamus's prophecies, the verse that made his reputation. His
contemporaries interpreted it as foretelling the death of King Henry
II, who had died as the result of a ceremonial joust. His opponent's
lance caught on the King's helmet, shivered, and pierced the King's
eye and brain. The cage of gold was taken to refer to the gilded
jousting helmet. One is inclined to marvel less at Nostradamus's
prophetic acumen, however, than at the simple faith of the courtiers,
since the verse obviously describes a situation reminiscent of the
fate of Bajazet. Line 4. The text cited is that of the 1555 and 1557
editions. From 1568 on, the text has been altered to 'Deux plaies une'
(Two wounds, one) in an attempt to tailor the line to fit the
circumstances of the King's death in 1559, although there was but one
wound. In the received text the first phrase has caused difficulties,
since 'classe' normally means 'fleet' in the Quatrains, and 'Two
fleets one' seems irrelevant to the rest of the verse.
'classe/clase/glase' (MF 'glas'), however, may also mean a trumpet
call, the tolling of a bell, or a death knell. The most likely
solution involves the announcement of a king's death. 'Le roy est
mort' was called out twice, then 'Vive le roy [etc.],' which was cried
only once. A 'knell' also had a special usage in the 16th century,
much like a 'contract' today. During a lull in the Wars of Religion
Catherine de Médicis, in April, 1568, asked Alava, the Spanish
Ambassador, for advice. 'He recommended "the knell, as they say in
Italy, for the Admiral (Coligny), Andelot, and La Rochefoucauld." She
replied that "only three days ago she arranged for the knell by
promising to pay fifty thousand crowns to anyone who would kill the
Admiral, and twenty to thirty thousand for the death of the two
others."' Ralph Roeder, Catherine de' Medici and the Lost Revolution,
