I tried to use it on Sep 11, 2001 and couldn't!!! It's not quite as

I find that prediction even more rediculous than the ones by Jologicon.
This is assuming you mean the entire internet. It could be possible
that military strikes could take out certain key points to prevent
access to a given country or area. Or, even just have the access turned
off, if the American government can manage such a thing.
No one person or government has control of the internet. The best you
could hope for is that a government agency could develop a virus that
would shut down all of the key points on the net. But, USA would never
do this, as too many American businesses depend on the internet. Too
many millions of dollars lost for every second that the internet would
be down. This is why there are so many alternate routes for the
information to travel.
