92 and 89 percent, respectively).
In the U.S. and Mexico only about 20 percent had traveled abroad
during the same period and the majority spoke only one language.

To be fair, one should consider the distance travelled. Here in most of North
America, if you travel 600 miles in any direction, you're more than likely to be
in the same country among others who speak the same language. There are very
few placed in Europe where that can occur, so the population not only has more
use for learning another language, but if they learn another language they have
more opportunities to keep their language skills up.
Most people in the US learn another language, but we have little to no
opportunities to keep the skills up. Travelling to a country that speaks
another languge, with the exception of Quebec or Mexico, involves flying across
an ocean. (And in the instance of Quebec, the dialect of French spoken there is
different from the dialect learned in the US and spoken in France).
