That depends on how you define civilisation or how nations cope with
the changes before them, like who is developing other systems for
transport, vis a vis fuel, and like 3 billion folk are just going to
sit like good cable viewers whilst resources dwindle no 2012 will be
year of war and not much different from today only energy will be
scarce.
Oh and an economic depression will have hit by then.

What? You can only define it one way. If not there are other terms that
apply to different catagories: tribe, nation, etc...
For example, a nation does not need a military and does not need a
defined boarder - it can be a group of like-minded individuals.
