U.S. Immigration Bill May Draw 2 Mln Protesters (Update1)
April 10 (Bloomberg) -- More than 2 million people wearing white
T-shirts or armbands and carrying American flags may rally across the
U.S. today against an immigration reform bill that would tighten the
borders and impose stiffer penalties on illegal immigrants, organizers
said.
Participation at rallies yesterday in Dallas, where more than 300,000
marched, Miami and other cities ``exceeded our expectations,'' said
Avril Smith, a spokesman for the Service Employees International Union,
which is supporting ``The National Day of Action for Immigrant
Justice.''
Demonstrators are protesting a House of Representatives measure,
approved last year that would create 700 miles of walls and fences
along the Mexican border and make it a felony to aid anyone who is in
the country illegally. A Senate compromise that offered a path to
citizenship collapsed in an April 7 vote.
At least 136 demonstrations from New York to California were scheduled
today and started as early as 8 a.m. in Pittsburgh, although many
events will begin late in the afternoon after traditional early shifts.
``This is the main event,'' Smith said, adding the participants were
urged to wear white as a show of peace. ``We're encouraging folks to
carry American flags to deliver the message we are Americans.''
The National Capitol Immigration Coalition, which is coordinating the
rallies, will decide its next step after it gives the Senate time to
act following the lawmakers' two-week holiday recess, Smith said.
Closely Watched
``We have a very well-educated community that knows about the House
bill,'' said Juan Carlos Ruiz, general coordinator for the National
Capitol Immigration Coalition, in a phone interview yesterday from
Washington. ``We do not want that legislation passed.''
Both houses must pass legislation and reconcile the versions of any
bill before it can go to President George W. Bush to be signed into
law.
The coalition represents immigrant, labor, faith, civil rights and
business groups who oppose the House measure.
``Our goal is to stop anti-immigrant legislation from becoming law and
to pass real comprehensive immigration reform that provides a clear
path to citizenship, unites families and ensures workplace and civil
rights protections for all,'' the National Capital Immigration
Coalition said on its Web site.
House Republicans have branded as ``amnesty'' any provisions that would
allow illegal workers to stay.
No Amnesty
``Almost every one of the bills in the Senate that have been proposed
and that are characterized as guest worker are, in fact, amnesty
bills,'' U.S. Representative Tom Tancredo said on ``Face the Nation''
yesterday. The Colorado Republican has been leading the effort to
impose stronger penalties on illegal immigrants.
``Any bill that has an amnesty in it will probably have a very tough
time sledding in the House of Representatives,'' Tancredo said.
House Majority Leader John Boehner, an Ohio Republican, said on ABC's
``This Week'' that he wants to secure the borders and enforce the laws.
``Until we do that, all you're doing is inviting more illegal
immigration,'' he said.
Congress will be recessed for the next two weeks.
An estimated 300,000 to 350,000 marched through Dallas to City Hall
yesterday in what Dallas Police Department spokesman Sergeant Brian
Coody described as a ``very peaceful'' rally. Marchers carried an
American flag that spanned the width of the street as well as
individual U.S. flags and those from demonstrators' homelands.
Crowds Expected
In Washington, as many as 300,000 may attend the 4 p.m. rally, based on
yesterday's turnout in Dallas, said Smith, whose 1.8 million membership
includes 200,000 immigrants, most of whom work as janitors or health
care assistants. Some 600 taxes will be taken off the D.C. streets and
parked at the site, Ruiz said.
In New York City, organizers plan three marches ending at a rally in
City Hall Park in Lower Manhattan from 3 p.m. to 7 p.m.
``They have the permit for City Hall, they don't have a permit for any
marches,'' said Detective John Sweeney, a police spokesman, adding a
``large crowd'' was expected at the rally. The city had no specific
estimates. Voice messages left yesterday for New York City organizers
listed on the April10.org Web site were not immediately returned.
New York Mayor Michael Bloomberg, speaking on his weekly WABC radio
show April 7, expressed support for a system that would allow illegal
immigrants to stay in the U.S. legally.
``This class of people here who are contributing, maybe they broke the
law to get here but they aren't going home and we couldn't send them
home if we wanted to,'' Bloomberg said. ``Any temporary thing is a joke
on the public. Let's give them permanent residency.''
