House to Oppose Bush's Plans on Iraq Increase
House opens debate on non-binding Iraq resolution that is aimed to
oppose an increase in US troops in Iraq.
Debate begins in House on adding troops in Iraq, as House Democrats
prepare to challenge President Bush's policy of sending 21,500 more
troops to Iraq.
"In a few days, in fewer than 100 words, we will take our country in a
new direction in Iraq," House Speaker Nancy Pelosi, a California
Democrat, said on the House floor as the debates began.
The debate is expected to end tomorrow or Friday, with the vote on
Friday, after each of 434 members of the House had spoken.
According to Pelosi, the Democratic majority have promised that their
non-binding resolution will be just the first step in an aggressive
legislative drive to end the wastly unpopular war. Democrats have
expressed a determination to withdraw combat forces from Iraq, but
they also say they would do so in a way that did not expose the troops
to additional danger.
The resolution, sponsored by Rep. Ike Skelton, a Missouri Democrat who
leads the House Armed Services Committee, Rep. Tom Lantos, a
California Democrat, and Rep. Walter B. Jones, a North Carolina
Republican, reads:
"Congress and the American people will continue to support and protect
the members of the United States Armed Forces who are serving or who
have served bravely and honorably in Iraq and ... Congress disapproves
of the decision of President George W. Bush announced on Jan. 10, 2007
to deploy more than 20,000 additional United States combat troops to
Iraq."
Bush has said he will ignore both the debate and the resolution.

"As the President fights for public support of his troop surge in
Iraq, he is also ratcheting up the pressure on Iran. A second
aircraft carrier battle group (with Newsweek reporting a third
group likely to follow), Patriot missiles to protect our allies,
arresting Iranian personnel in Iraq, releasing additional
information about Iranian involvement, appointing a Navy Admiral
to command forces in the region, even seeking diplomatic support
from Sunni Arab friends in the region - Yes, the Iranians are
interfering inside Iraq and seeking nuclear capabilities. Yet
the President's recent actions give the US little additional
leverage to engage and dissuade Iran, and, more than likely,
simply accelerate a dangerous slide into war. The United States
can do better than this."
General Clark's recommendations for opposing the 'Surge':
"The purpose of any Resolution is to demonstrate strength of
resistance to the President's strategy- so a non binding
resolution is ok as a first step if it gets a broad measure
of support. But in order to affect the president's strategy,
the Democrats have to threaten something the President wants.
Find a way (for Congress) to use the powers of the purse,
confirmation, and investigation - and apply it directly to
the President and Vice-President."
