Sheffield Hit by Worst Flood in One Hundred and Fifty Years - A Black
Swan Event!
The day for Sheffield, a northern English city started as usual, wet
and rainy, yes there have been forecasts for a wet June and possible
flooding in Northern England, but Sheffielders felt safe in the
knowledge that their hilly city is not prone to flooding.
Not even Sheffielders remember when the last big flood occured.
Digging back into history you would have to back nearly 150 years to
1864 when the Dale ***** Dam burst.
The Market Oracle, based in Sheffield and situated on the river bank
that felt the full force of the flooding as the following time-line
illustrates:
1=2E30pm - The River Don that runs through the heart of the city was a
raging torrent, but in the near 15 years we have been in our current
premises, I have seen this many times before, many times.
A colleague suggests that the river is going to burst its banks,
having only been with us for barely 2 years, he obviously was not
party to my inside knowledge that it has never flooded in at least 15
years, nor have I known any serious flooding in Sheffield in the 40
years I have lived here. So I ask my colleague to put his money where
his mouth is, a bet ! "I bet you =C2=A350 the river won't burst". But he
won't take the bet !
About 10 min's later, 1.40pm with the waters rising, I venture out to
take a closer look.
1=2E40pm - The river is very high, now reaching the walkway path which
implies that it is likely to overspill, still this would be a far cry
from an actual flooding
1=2E50pm - The drainage appears to be failing in the car park. Which is
alarming because if the drainage is failing then it does not matter of
the river bursts its banks as we could still yet get flooding. So I
decide to move my car to a little higher ground, out of the car park.
1=2E55pm - I am called to the reception to investigate flooding as water
from the front of the building starts to enter the premises
1=2E57pm - Barely 2 minutes later the flooding at reception worsens with
the waters rising very fast. With very little that can be done to
prevent the inevitable.
2pm - Within 10 minutes the car park started to sustain serious
flooding. Given the flooding in reception and the car park flooding, I
decide to call it a day and instruct our personnel to go home.
2=2E02pm - The front of the building is already flooded, as the drainage
system completely fails.
2=2E17pm - Not everyone has headed the advice, one of the remaining cars
literally starts to drift in the car park.
2=2E21pm - The Reception area is flooded by 6 inches with at least
another foot of water building up. The building at this point is
closed.
3=2E30pm - The car park is completely flooded.
3=2E35pm - The front of the building is under at least 3 feet of water,
which means the offices will have sustained serious flooding.
Througout the late afternoon and evening, three RAF helicopters
rescued hundreds of trapped people in neighboring buildings as the
water levels continued to rise.
At the time of posting this article there were two confirmed deaths in
the city, one of which was in the immediate vicinity of our building.
Serious questions need to be asked as to why the UK's fifth largest
city has such an inadequate drainage system. Especially as the area is
under going a construction boom with many developments near completion
now damaged by flood waters.

Tahoe wildfire poses threat to lake clarity

SOUTH LAKE TAHOE
Community leaders have long warned of the possibility for catastrophic
wildfires that would jeopardize the decades-long effort to restore
Lake Tahoe's famed clarity and forest ecosystem.
As black soot settled on the lake Monday from a massive blaze raging
out of control near the south shore, authorities and environmental
activists took no pleasure in the fact that their predictions had come
to pass.
"This is really a disaster," said Coe Swobe, a former Nevada state
senator who in 1969 authored legislation creating the Tahoe Regional
Planning Agency, a bistate agency charged with regulating the region's
development. "The cinders and the smoke are polluting the air, which
in turn pollute the waters. It will take many years to recover if this
continues."
The fire began Sunday and quickly burned nearly 2,500 acres and more
than 200 houses and other structures. The winds died down Monday,
slowing the fire's spread, but it was just marginally contained by mid-
afternoon.
All parties agreed the amount of fuel in Tahoe Basin forests had
reached critical levels following years of wrangling among
environmentalists and government agencies over a plan to thin forests
and reduce the fire threat.
Environmental groups were wary of causing air pollution through
controlled burns or jeopardizing the health of the forests by logging.
Meanwhile, public officials argued among themselves over how best to
address the wildfire threat without harming fragile forest ecosystems.
In April, the U.S. Forest Service finally settled on a 10-year plan to
thin and burn 38,000 acres of forest to reduce the risk of
catastrophic wildfires. But it may have been too little, too late.
"This fire didn't wait 10 years," said South Lake Tahoe City Manager
David Jinkens.
Ironically, the failure to thin the forests and reduce the fire threat
is likely to have a far-more serious impact on the environment than
controlled burns or logging, environmentalists and public officials
agreed.
"The time has come to make some tough decisions to avoid more
catastrophic fires," Swobe said. "I don't know what it's going to take
to wake up some of these people that are against moving fast. This may
be the awakening."
Extensive logging during the late 19th century clouded Tahoe's crystal
blue waters, and rampant development in the popular mountain resort
area during the 1960s caused soil erosion and algae growth that
furthered its demise. Visibility dropped from more than 100 feet to an
average of a little over 70 feet today.
A catastrophic blaze like the Angora fire can damage the watershed for
years, said Rochelle Nason, executive director of the League to Save
Lake Tahoe, also known as Keep Tahoe Blue.
"This is that event we've all dreaded," agreed California state Sen.
Dave Cox, who represents the area.
Lt. Gov. John Garamendi, acting as governor in Gov. Arnold
Schwarzenegger's absence, called the wildfire a "devastating
situation, one that's going to go for some while because not just the
fire, but then the recovery and the potential environmental problems
that will result from this fire."
This year marks the 10th anniversary of a summit held by President
Bill Clinton and Vice President Al Gore to draw attention to the
restoration of Lake Tahoe, an effort that raised $1 billion from
federal, state, private and local government coffers, more than half
of which went to projects aimed at protecting the water quality.
About $50 million of that has been spent so far on forest thinning,
brush clearing, and prescribed burns. About 462 acres burned by the
Angora Fire had received some fire prevention work.
"Everyone in Lake Tahoe has been so aware of fire," said Julie Regan,
spokeswoman for the Tahoe Regional Planning Agency. "We knew it wasn't
a matter of 'if', but 'when' we would have a fire like this. But when
you actually see it happening, you actually see the smoke rising above
your own neighborhood and you have friends that are in its path, it
really hits home."

Well, we're on the way up down here in Oz !!!
First, floods in Newcastle & the Central Coast, now Goulburn & East
Gippsland !!!!
Melbourne's 7 year drought depleted our reservoir levels to as low as
28.4 % capacity.
Now they're on the way up & up & up !!!!
These floods must be a world-wide phenomena, a bit too much of a
coincidence for it all to be happening at the same time !!!

Residents of East Gippsland in Victoria are facing one of the biggest
floods in years, as a big low pressure system dumps rain from
Mallacoota through to the Latrobe Valley.
The weather bureau is predicting rain tallies up to 200 millimetres of
rain and driving snow in the high country.
The bureau is warning wind gusts of more than 50 knots (close to 100
kilometres an hour) are expected from Mallacoota through to Wilson's
Promontory.
Heavy rain is expected to fall for the rest of the day.
Janice Fowler, at the coastal resort of Loch Sport, says her seaside
home is being battered by the gale.
"I'm sitting on a chair looking out the window I have never seen any
ocean so rough," she said.
"I'm 155 metres from the water and it is horrific today - white water
nearly as far as you can see - absolutely horrific."
Roads cut
Roads have been cut by floodwaters, there are fallen trees and
powerlines and the SES is supplying sandbags to residents whose homes
are threatened by floodwaters.
Properties on the outskirts of Swifts Creek in the East Gippsland high
country are cut off by floodwater this morning.
Vallerie McCann says her only access road is flooded and her house is
surrounded by water.
She says the water has risen much faster than floods in 1998 when she
was stranded in her house for days.
"So that'll be us here until it goes down, I have no idea how long,"
she said.
"My neighbour went and had a look at it for me and he rang me and he
said, 'Well the only way I'd bring the four-wheel-drive in there is if
you have a heart attack'."
Water is also across the Bengworden and Marlo roads and trees are down
on the Princes Highway between Nowa Nowa and Cann River.
Sharon McDonnell from VicRoads says there are also rockslides and
landslips at Mt Drummer on the Princes Highway and at Gemmy's Point at
Lakes Entrance.
"Obviously with the system moving around Sale and Licola we're getting
reports of trees down in the Licola area now and that's certainly
likely to increase over the course of the day," she said.
Princes Hwy
Emergency services expect the Princes Highway to be cut by floodwaters
on both sides of Bairnsdale this afternoon.
Water is across the Highway West of Bairnsdale but traffic is still
getting through.
The highway has been closed by police east of Bairnsdale at Nicholson
because of flooding.
Pauline Gary from Nicholson says she has never seen a bigger flood.
"There's cars banked up, parked on the side of the road, other cars
are turning round and heading back to Bairnsdale on the Lakes Entrance
side of the highway, there's a car sitting there with it's lights on
wondering what to do," she said.
