Why weren't these Busses used to evacuate the poor before the storm ? |

The reason was greed. There was no one willing to pay to support the poor
outside New Orleans.

The poor in New Orleans suck up huge amounts of financial resources. To say no one is willing
support them is a lie. It's (was) the welfare capital of the world. "Hey, I got me my welfare
check..........let's party!
Back to your assumption......which was wrong again............the reason the buses didn't run is
because the mayor was probably drunk. Gov Bush has the majority of his people cleared out when the
hurricanes hit Florida last year........he used school buses.

They would have needed the National Guard to comandeer the buses and
take them away from the coast. The governor apparently didn't call the
National Guard until afterward.
It could not happen at the local/city level, because:
1) No drivers (it was a weekend, the drivers were home)
2) Evacuate them to ... where? The only place the city could evacuate
people to was inside the city. No real point in that, is there?
