Planting WMD would prove to be a problem. In order to meet internationally
agreed upon standards, the find would have to be validated by three
independent laboratories. Since the CW have shelve lives, you can't happen
across something "fresh" without raising suspicion. It may be possible to
"salt the claim" with BW, but there again you have the problem of it being
traceable. Furthermore, you can't just show up with a bottle of anthrax and
say "See! We got it!" You will need to have facilities for growing,
separating, weaponizing, storing and delivering.
I am skeptical this will happen. The risks of detection are too great. The
consequences of detection too severe. The level of suspicion too high.
