Russia will deliver air defense systems to Iran - top general

MOSCOW, April 19 (RIA Novosti) - The chief of the General Staff said
Wednesday that Russia would honor its commitments on supplying military
equipment to Iran.
"We discussed supplies of military equipment to Iran, including the Tor
M1, in the framework of bilateral cooperation, but it does not fall
into the category of strategic weapons," Army General Yury Baluyevsky
said after talks in Moscow with NATO Supreme Allied Commander in Europe
General James Jones.
"And I can assure you it will be delivered under the control of the
relevant organizations," he said.
At the end of 2005, Russia concluded a $700-million contract on the
delivery of 29 Tor M1 air defense systems to Iran.
The Tor-M1 is a fifth-generation integrated mobile air defense system
designed for operation at medium, low and very low altitudes against
fixed/rotary wing aircraft, UAVs (unmanned aerial vehicle), guided
missiles and other high-precision weapons.
Despite strong criticism from the United States, Russia has maintained
that the systems could be used only to protect Iran's air space.
Baluyevsky also said Russia's Armed Forces would not be involved in any
military conflict in Iran.
"I do not think the conflict [in Iran] will turn into a war," he said.
"Russia will not propose the use of its armed forces in a potential
military conflict on either side."
Baluyevsky said he did not discuss the Iranian nuclear program with
Jones, although the issue is "on everybody's mind."
Meanwhile, Iran's Defense Minister, Mostafa Mohammad-Najar, said
Wednesday that his country would go ahead with its non-military nuclear
research because it was a legitimate right of the Iranian people.
The Iranian official is currently on a three-day visit to the
neighboring Central Asian republic of Azerbaijan to discuss bilateral
cooperation in the defense sphere.
Iran's president, Mahmoud Ahmadinejad, will attend a summit of Economic
Cooperation Organization, a regional cooperation body, in the capital
of Azerbaijan, Baku, on May 4-5.

Russia defies US on nuke construction

Russia on Thursday rejected a US call for Moscow to end its cooperation
with Iran in constructing the Bushehr nuclear power plant, the Foreign
Ministry said.
"The adoption of a commitment on ending cooperation with this or that
state in some sphere lies exclusively in the competence of the UN
Security Council," Foreign Ministry spokesman Mikhail Kamynin said in a
statement. "Up to now, the Security Council has taken no decision on
ending cooperation with Iran in nuclear energy."
US Undersecretary of State Nicholas Burns told reporters in Moscow on
Wednesday that the United States has called on countries to end all
nuclear cooperation with Iran, including work on the Bushehr plant. He
also said that countries should stop all arms exports to Iran.
Kamynin said that every country "has the right to decide with whom and
how it should cooperate."
Russia's atomic energy chief also reacted negatively to the US call.
Speaking in the Kyrgyz capital, Bishkek, Sergei Kiriyenko said that
Russia's work in building the US$800 million plant "fully meets all
international norms and agreements."
"All the spent fuel will be returned to Russia for reprocessing, so
this cooperation creates no problems, no threats to the
nonproliferation regime," Kiriyenko said in remarks broadcast on state
television.

Iran dismisses talk of US attack

BAKU (Reuters) - The prospect of the United States using force to halt
Iran's nuclear program is empty talk, Iranian Defense Minister Mostafa
Mohammad Najjar said on Thursday.
President Bush says he is using diplomacy to curb Iran's atomic
ambitions, but has not ruled out military options, even including a
nuclear strike, to prevent the Islamic Republic from acquiring nuclear
weapons.
"The United States has been threatening Iran for 27 years and this is
not new for us. Therefore we are never afraid of U.S. threats," Najjar
told reporters during a visit to neighboring Azerbaijan.
"If you take into account the fact that they are not doing anything,
this shows it is just talk," he said.
"We are ready to resolve all issues through negotiations (but) if we
are confronted with something, we are ready to deal with it," the
minister added.
Iran says its nuclear program is solely to generate electricity. The
United States and other major powers suspect that Tehran's efforts to
enrich uranium could allow it to divert material for clandestine
bomb-making.
Iranian nuclear negotiators were in Moscow on Thursday but there was no
word on who they were meeting or what they were discussing.
Late on Wednesday the delegation met representatives of the so-called
EU3 -- Britain, France and Germany -- but a British diplomat said there
had been no breakthrough.
The United Nations' nuclear watchdog is to file a report on April 28
that is likely to criticize Iran for failing to comply with a Security
Council demand for a halt to enrichment.
Washington, backed by Britain and France, wants the Security Council to
approve targeted sanctions on Iran, such as travel bans and asset
freezes against its leaders.
But China and Russia, the two other veto-holders on the council, are
not convinced sanctions will help. Talks between the big powers in
Moscow this week failed to produce any detailed consensus on punitive
measures.
Azerbaijan, a Caspian Sea state on Iran's northern border, is an ally
of Washington that has run joint exercises with the U.S military.
Azeri and Russian media have speculated that the United States may use
Azerbaijan to apply pressure on Iran or even to launch a military
strike. Officials in Washington and Baku have flatly denied this.
Azerbaijan's President Ilham Aliev is to fly to Washington next week at
the invitation of the White House.

Duma members: Russia should support Iran against US threats

A number of the Russian state Duma members here Wednesday said that
Russia
should support Iran politically against the threats and pressures of
the US
and West on the pretext of the progress in the country's nuclear
sector.
Speaking at Duma open session, Deputy Alexei Mitrofanov called for
Moscow's
definite support for Iran against the US and the pressures exerted by
it on
account of Iran's nuclear activities.
Turning to Iran's political, economic and regional cooperation with his
country, he called on the Russian government to take decisive measures
in
order to solve the issue and prevent a new crisis near Russia's
borders.
Meanwhile, he called on the government to use Russia's veto right in
case
the nuclear dossier is to be examined by the UN Security Council and
military option as well as sanction against Iran are decided.
For her part, another Duma member, Tamara Plotnikova, in an exclusive
interview with IRNA, expressed her concern about the negative trend of
the
nuclear dossier currently underway and said that the US needs the
support of
international bodies to avoid any scandal in Iraq.
Turning to the US warmongering approach towards the end of the 20th and
beginning of the 21st centuries, Plotnikova said that if the other UNSC
permanent members cooperate with the US in aggressive plots, this will
be
treachery to the goals of the United Nations.
Speaking in favor of Russia's support for Iran's opposition to solving
the
nuclear issue by resorting to force, she said that Duma deputies will
support the government's measures aiming to protect Russia's national
interests and international security.
She expressed doubt about the correct approach of her country and said,
"I
am surprised that every country determined to cooperate with Russia
faces
the US opposition."
The deputy called US administrators `hypocrites and profiteers' and
said
that the Russian people do not trust in what is declared by the US.
