Attacks will continue, Jihad cell warns

An Islamic Jihad cell in Jenin yesterday claimed
responsibility for Monday night's attack on Moshav
Kfar Yavetz, which killed 63-year-old Mazal Afari,
and announced that the attacks would continue
until Israel frees all Palestinian prisoners.
The suicide bomber, whose
videotaped "will" was released
yesterday, was identified as
Ahmed Yahya, a 22-year-old
Jihad member from the village
of Ra'i, near Jenin.
The cell said it carried out the
attack in response to what it
termed Israeli violations of
the cease-fire, including "the
game of nerves (being played) with the
Palestinian prisoners and the distinction
Israel is making between the various
organizations with respect to releasing
prisoners." Israel, though it has released
Fatah members, has thus far refused to release
members of Hamas and Islamic Jihad. Since the
cease-fire was declared unilaterally by the
Palestinians, Israel has no formal obligations
in this regard.
Senior Jihad officials in Gaza, including
Mohammed al-Hindi, said the attack had not been
coordinated with them and that the organization
is still committed to the cease-fire. Defense
officials said they tend to believe this claim,
even though the bombing occurred hours after
Ramadan Shalah, Islamic Jihad's Damascus-based
secretary-general, announced that the
organization was considering resuming attacks
because it had thus far achieved nothing of
value in the cease-fire.
They said the attack appeared to be a "local
initiative" by the Jenin cell, some of whose
members do not take orders from the group's
leaders in Damascus and Gaza, and might even
have been carried out in cooperation with the
Jenin Tanzim cell, which also opposes the
cease-fire.
But Al-Hindi, while denying responsibility,
nevertheless defended the attack, saying it was
committed in response to "the continued Israeli
violations of the cease-fire and in order to
prove that the Palestinian people is not a
lifeless body incapable of defending itself or
of fighting for its rights."
Monday's attack was the first suicide bombing
ever committed at a private residence -
usually, the targets are crowded public areas -
and it is still not clear why Yahya decided to
blow himself up at the Afari home. Defense
sources believe his original target was
probably one of the cities in the Sharon
region, and said he might have gotten lost and
then decided to blow himself up at the first
house he saw. Both the attack's planning and
its execution appear to have been fairly poor,
they noted.
Another possibility, police sources said, was
that the bomber might have been in the area
waiting for someone to pick him up and take him
to his real destination when something spooked
him and caused him to detonate the bomb
immediately.
Police originally thought the explosion was
caused by a gas leak, because there was a
strong odor of gas when they arrived. But when
they discovered Yahya's dead body - which bore
the characteristic appearance of someone blown
up by a bomb at very close range - they began
considering the possibility that it had been a
suicide bombing. A few hours later, they
discovered the detonator, shreds of the
backpack in which the bomb was carried and
traces of explosive. The bomb apparently
contained eight kilograms of explosives studded
with iron scraps to increase the damage.
In other developments yesterday, there were a
few shooting incidents in the territories, near
Jenin and Qalqilyah in the West Bank and near
Gush Katif and Rafah in the Gaza Strip, but
with no Israeli casualties. Palestinians also
fired a mortar shell at the Gush Katif
settlements, while an antitank mine was
discovered near the southern Gaza settlement of
Morag. The Israel Defense Forces arrested four
Palestinians in the Ramallah and Hebron areas
